The New Mexico Department of Transportation (NMDOT) works to provide a safe and efficient transportation system for the traveling public in New Mexico. The Multimodal Planning and Programs Bureau is part of the Planning Division and is focused on providing multimodal transportation planning services for the Department, as well as managing several federal funding programs, and coordinating with governmental agencies around New Mexico.

As a valued new employee to NMDOT, you may be eligible to receive three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.

Why does the job exist?

This position manages the Government to Government Unit in the Multimodal Planning and Programs Bureau of the New Mexico Department of Transportation Planning Division. This position directly supervises 3 full-time staff. The Government to Government Unit coordinates transportation planning efforts with the state¿s five Metropolitan Planning Organizations and seven Regional Transportation Planning Organizations, works on program and project management, assists the Bureau with the development and implementation of multimodal transportation plans, and assists with other transportation planning efforts as identified by the Bureau and Division.

How does it get done?

The primary responsibilities of this position will include:

* Working closely with the Metropolitan and Regional Transportation Planning Organizations, including traveling to and attending the Organizations¿ meetings.
* Coordinating with the Organizations¿ member entities on transportation projects and related opportunities.
* Monitoring the Organizations¿ work products and operations.
* Reviewing the Organizations¿ financial reimbursements.
* Ensuring the Organizations¿ compliance with state and federal requirements.
* Assist with the development, implementation and administration of multimodal transportation plans, programs and projects.

The manager is also responsible for:
* Planning Procedures Manual
* Annual funding cycles
* Implementing the Metropolitan and Regional Transportation planning process and structure, with their team and the Organizations.
* Completing yearly employee evaluations.
* Approving of time/forms
* Responding to employee needs.
* Providing direction and mentorship.

Who are the customers?

The position serves all New Mexicans who rely on the transportation system. Additionally, it serves the Metropolitan and Regional Transportation Planning Organizations and their member entities, recipients of federal grants managed by the Unit, members of the public, as well as other New Mexico Department of Transportation staff in the General Office and Districts.

Ideal Candidate

The ideal candidate will have preferred education and/or experience in the following:

* Urban, Regional, Transportation or Community Planning or related field, such as Public Administration, Public Policy, Public Health, Sustainability or Geography.
* Work as a Planner, Program Administrator or Policy Analyst for a governmental entity.
* Manage federal grants and familiarity with the requirements contained in 2 Code of Federal Regulations 200.
* Supervisory experience.
* Familiarity with transportation planning, including active transportation planning.
* Excellent organizational, communication and financial tracking skills.
* Ability to read and interpret federal guidance, including the Code of Federal Regulations.

Minimum Qualification

Bachelor's Degree in planning, architecture, business administration, public administration, or political science and four (4) years of experience to include urban transportation or infrastructure planning, real estate, commercial or public land usage, grant management, procurement, working with contracts, right of way appraisal, inter-agency coordination, engineering design, business administration, and/or economics. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver¿s License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Primarily office setting with significant use of computer, telephone and virtual meeting platforms. Also requires some travel (overnight and same-day) within New Mexico, using a department vehicle. Occasional out of state travel may be recommended.
