Under the limited supervision of the director of programs and policy for the Bureau for Behavioral Health, formulates plans, systems and procedures for various programs, directing the work of a large staff of expert-level professional and administrative employees, oversees the preparation and execution of large program budgets, represents the state and department to national, state and local agencies and advocacy groups on important issues affecting large client populations, and works closely with the Bureau for Behavioral Health Leadership to develop and implement strategies. Serves as the Bureau’s Catalyst to design, implement, and evaluate the successful organization and operation of statewide Behavioral Health promotion of various stakeholders. Charts strategies for the Bureau to integrate and coordinate existing and proposed models of activities for adults and children into an integrated health model involving community development.

Facilitates a network of relationships comprised of stakeholders (i.e., consumers, family members, advocates, providers, general public, and service organizations). Increases awareness and provides training opportunities to stakeholders on best Behavioral Health models.

Collaborates on the identification and development of grant proposals and/or other solicitation models of external funding sources, organizes speakers and stigma reduction activities as needed. Oversees and monitors strategic planning initiatives with program staff, focusing on overall health and wellbeing. Other related duties as assigned

Minimum Qualifications

Training: Master's degree from an accredited college or university in the area of assignment.

Substitution: One year of full-time or equivalent part-time paid experience as described below may substitute for the Master's degree.
 
Experience: Four years of full-time or equivalent part-time paid professional experience in the area of assignment, two years of which must have been in a program administration capacity.
Substitution: Post-graduate training in the area of assignment may substitute through an established formula for the non-supervisory experience.
 
Promotional Purposes Only: Nine years of full-time or equivalent part-time paid experience in the area of assignment, two years of which must have been in a program administration capacity.
