The HHR Specialist, Senior position serves as a Business Analyst for the PATH Integrated Eligibility System (IES), applying specialized knowledge of policies and procedures established by Bureau of Social Services (BSS) management. The primary focus areas include performing critical intake data overrides within the PATH Child Welfare (CW) system and providing essential federal reporting support.

This role provides vital oversight and coordination of social services by safeguarding data quality in PATH, ensuring the accuracy of federal reporting, and verifying that state and federal program requirements are strictly met by the system. Key Responsibilities Include:

  • Business & Systems Analysis: Analyze system data, evaluate the impact of proposed system or data changes, establish system logic, analyze data structures, and draft or map functional and technical documentation.

  • Data Management & Audit Support: Perform sensitive intake data overrides and data corrections. Compile case data to satisfy litigation requests, Freedom of Information Act (FOIA) requests, and legislative audits.

  • Testing & Quality Assurance: Lead and execute unit, system, acceptance, and regression testing prior to end-user deployment to evaluate system effectiveness, performance, and functionality.

  • Vendor Collaboration & Implementation: Represent the agency in vendor and inter-departmental meetings to design, develop, and implement system functionality changes, data migrations, security configurations, and reporting tools.

  • User Support & Consultation: Provide technical assistance, consultation, and guidance to front-end users, internal staff, and external entities regarding system functionality, overrides, and specialized reporting requests.

Minimum Qualifications

Training: Bachelor's Degree from a regionally accredited four-year college or university.

Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.

Experience: Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.
Substitution: Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience.

Special Requirement for the Commission for the Deaf and Hard of Hearing:
In addition to the above minimum requirements, one year of basic sign language classes.

Special Requirement for the West Virginia Cancer Registry:
Certification:
For West Virginia Cancer Registry cancer surveillance, data quality, and registrar education positions, applicant must hold the Certified Tumor Registrar (CTR) credential, OR have five (5) years of cancer registry work experience.
