Job Summary

This position is located in the Department of Health (DC Health) within the Office of Information Technology (OD-IT). DC Health promotes health, wellness, and equity across the District, and protects the safety of residents, visitors, and those doing business in the nation’s capital. DC Health believes that all people - no matter their race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability, or geographic location - should have the opportunity to live healthy lives. The incumbent applies specialized knowledge in public health and informatics science to support the development, implementation, and maintenance of health information and data systems. They serve as a subject matter expert on public health data collection systems and their outputs, ensuring interoperability, consistency, and efficiency across platforms. The incumbent collaborates with internal and external partners, including vendors, to plan, oversee, and optimize informatics solutions that strengthen data quality, reporting accuracy, and operational effectiveness. Furthermore, the incumbent evaluates system performance, recommends and implements improvements, and ensures that all informatics activities comply with legal, regulatory, and security requirements in support of DC Health’s modernization and data-driven initiatives.

Major Duties and Responsibilities

Serves as an expert on health and public health data collection systems and their outputs. Communicates to staff and stakeholders about functionality, including the delivery of training and support resources for internal and external users. Performs development, testing, implementation, and evaluation of informatics solutions, data structures, and decision-support mechanisms to support stakeholders, healthcare professionals, and or healthcare facilities. Provides recommendations and automations to improve efficiency of workflows. Monitors and evaluates electronic operations, processes and practices for quality and effectiveness, making recommendations for improvement. Participates in interoperability projects to facilitate data sharing. Maintains strong communication with vendors, external users, advising and prioritizing customizations developed through work order processing, invoicing, and resource tracking. Evaluates utility of software or hardware technologies for business efficiency. Applies information technology and informatics theory for process improvement, system enhancement, or workflow modernization. Evaluates and supports the adoption of automated information systems to accommodate special and complex agency needs and security requirements; recommends enhancements to agency information systems to interface with existing systems as needed.

Anticipates the impact new or modified software will have on existing standards and systems. Responsible for assisting in the deployment and implementation of health informatics systems legal, security, and other applicable requirements Develops use cases, business processes, and workflow analyses. Attends conferences, networks with professional, informatics related, organizations and or reads technology or systems related literature to ensure continual education within the informatics field. Uses informatics science to design or implement information technology applications to resolve health information management administrative problems. Participates in development or delivery of training programs for informatics managed systems creating resource guides or training manual as needed. Designs, codes and deploys automated dashboards and reporting tools to streamline the extraction, transformation and loading of health data and improve access to health insights which will enable informed decision-making and operational efficiency.

Qualifications and Education

Education: Bachelor’s or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.

Specialized Experience: Specialized experience is experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.  To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Working Conditions / Environment

The incumbent must be able to carry out official duties in a variety of settings and conditions.  Routine work will occur primarily in an office setting.

Collective Bargaining Unit (Union): This position is in the collective bargaining unit represented by AFGE 2725 and you may be required to pay an agency fee (dues) through direct payroll.
