About this role

THE POSITION

Would you take pride in leading skilled crews and guiding major roadwork projects to keep communities connected and moving?  As a Highway Foreman 3 with the Pennsylvania Department of Transportation (PennDOT), you will have the chance to oversee crews performing essential maintenance and construction work.  This role allows you to pilot projects that improve roadway safety and reliability across the Commonwealth.  You will manage job planning, guide team members, and ensure work is completed to high standards.  Advance your PennDOT career while making a direct impact on Pennsylvania’s transportation network!


DESCRIPTION OF WORK

This role supervises specialized highway maintenance crews and ensures that projects are properly planned, safely carried out, and successfully completed.  As a Highway Foreman 3, you will perform the following duties:


  • Crew Leadership: Direct equipment operators and laborers performing paving, bridge work, and other roadway maintenance activities
  • Project Planning: Schedule tasks, review road conditions, and coordinate materials and equipment to support efficient operations
  • Safety Oversight: Select proper traffic control setups, promote hazard awareness, and ensure injuries and incidents are reported quickly
  • Employee Training: Instruct team members on safe equipment use and make sure all work meets required standards
  • Staff Management: Evaluate performance, manage leave, provide coaching, and address work-related concerns
  • Field Adjustments: Make minor adjustments to vehicles and equipment using hand tools during work activities

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Travel, overtime, and shift work are required.  Work hours are subject to change based upon seasonal requirements and operational needs. 
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

  • This posting is restricted to Department of Transportation, Franklin County employees only. 


QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Highway Foreman 2; or
  • Three years of experience as a skilled tradesman including one year of supervisory experience on a highway maintenance or construction project; or
  • Three years of supervisory experience on a maintenance or construction project; or
  • Any equivalent combination of experience and training.

Special Requirement:

  • This position requires possession of a valid Class C Pennsylvania Driver's License.

Additional Requirements:

  • You must be able to perform essential job functions.

This position is subject to the provisions of a collective bargaining agreement or memorandum of understanding.  If no applicable union-covered bidders apply, other applicants may be considered.
