Job Overview:
The Ohio Department of Medicaid (ODM) is seeking a skilled health policy professional to supervise a team supporting statewide Long-Term Services & Supports (LTSS) programs. This role directs policy development and analysis for Home & Community-Based Services (HCBS), including Self Direction programs, State Plan Home Health, Private Duty Nursing, Personal Care, and Nursing Services provided through HCBS waiver programs.
Key Responsibilities
- Directs HCBS program and Self-Direction policy development.
- Oversees monitoring and evaluation protocols for key LTSS services.
- Manages rule drafting, Ohio Administrative Code updates, and waiver application processes.
- Reviews legislative and regulatory changes for program impact.
- Manages programmatic contracts and operations.
- Leads interagency and stakeholder workgroups.
- Supervises and supports staff development.
- Conducts Fraud, Waste & Abuse related research and provider recommendations to strengthen program integrity.
- Advises leadership and responds to sensitive inquiries.

Completion of graduate core program in business, management or public administration, public health, health administration, social or behavioral science or public finance; 24 mos. exp. in planning & administering health services program or health services project management (e.g., health care data analysis, health services contract management, health care market & financial expertise; health services program communication; health services budget development, HMO & hospital rate development, health services eligibility, health services data analysis).
-Or 24 months experience as a Medicaid Health Systems Administrator 1, 65295. Note: education & experience is to be commensurate with approved position description on file.
-Or equivalent of Minimum Class Qualifications for Employment noted above.
