THE POSITION

The Human Services Licensing Representative position with the Office of Developmental Programs offers a chance to support important work that helps keep community programs safe and dependable. Work involves visiting providers, reviewing their practices, and helping ensure that services meet state standards. DESCRIPTION OF WORK

This role ensures that community service providers follow required regulations by inspecting programs, reviewing documentation, and supporting corrective actions. As a Human Services Licensing Representative, you will perform the following duties:

  • Provider Inspections: Review agencies and programs to measure compliance with state regulations
  • Inspection Summaries: Prepare reports that document areas of non-compliance found during visits
  • Correction Monitoring: Check provider progress on correction plans through visits, calls, and document reviews
  • License Determination: Assess compliance and recommend the appropriate license type for each provider
  • Guidance Provision: Explain regulations and offer advice to help providers resolve non-compliance issues
  • Complaint Investigation: Conduct investigations when complaints are received about provider operations

Work Schedule and Additional Information:

  • Full-time employment
  • Travel is required
  • Work hours are 9:00 AM to 5:00 PM, Monday - Friday, with a 30-minute lunch.
  • Home Headquartered: This position is home headquartered. In order to be home headquartered, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. 
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of professional experience gathering and analyzing information in a social service or law enforcement program, and a bachelor’s degree; or
  • An equivalent combination of experience and training.


Other Requirements:

  • You must reside in or be willing to relocate to the Central Region which includes the counties of Adams, Blair, Cambria, Centre, Clinton, Columbia, Cumberland, Dauphin, Franklin, Fulton, Huntingdon, Juniata, Lancaster, Lebanon, Lycoming, Mifflin, Montour, Northumberland, Perry, Snyder, Somerset, Union, and York by the time of hire.

  • You must be able to perform essential job functions.


This position is subject to the provisions of a collective bargaining agreement or memorandum of understanding. 


You must be eligible for selection in accordance with merit system employment regulations.

  • Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
  • The promotion without examination requirements are issued in accordance with merit system employment regulations.
  • Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher. 
  • Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
