EXEMPT POSITION

At WorkForce WV (WFWV) this position reports directly to the Agency Executive Director and assists in the overall direction of WFWV. The incumbent manages and directs a core agency division, the Research, Information and Analysis (RIA) Division—and provides agency-wide leadership for information technology, data-system modernization, and information security and privacy. The position is responsible for planning, coordinating, and directing division operations and their interface with state and federal government; supporting development of the agency strategic plan, performance measures, and budget; and representing the agency on labor-market statistics before the Legislature, the Governor’s Office, and other officials. This is an onsite position only.


Division Leadership and Operations

  • Plans, coordinates, and directs the work of the Research, Information and Analysis Division. Ensures policies and missions of division are integrated with agency-wide goals. Monitors and evaluates policies, programs, and procedures; supervises, reviews, and approves regular and special reports on assigned programs. Reviews organizational activity within the assigned area and recommends appropriate action. Advises and consults with the Executive Director on functions, major initiatives, and projects of the RIA divisions. Advises the Executive Director of significant developments or problems affecting the area of assignment.

Strategy, Budget, and Performance

  • Participates directly in development of the agency strategic plan, performance measures, and budget processes. Monitors achievement of the agency’s mission, goals, and objectives. Assists in the development, presentation, and oversight of budgets and specific grant expenditures for RIA divisions. Reviews and approves or disapproves expenditure recommendations submitted by directors of the RIA program divisions.

Legislative, Intergovernmental, and Public Representation

  • Appears before and presents agency information to committees of the West Virginia Legislature as needed. Represents the agency on employment statistics before the Legislature and the Governor’s Office. Provides information to state and federal officials on labor-market statistics. Responds to media and other inquiries related to employment statistics. Oversees interaction with other departments, agencies, the Legislature, and federal, state, and local officials to ensure cooperation consistent with the Executive Director’s direction. Represents the agency in meetings and other activities with federal, state, and local officials and partner agencies.

Policy, Personnel, and Program Development

  • Oversees and coordinates development of administrative policies, procedures, and new programs for the RIA Division. Reviews, approves or disapproves, and recommends action on personnel-related requests, including grievances.

Information Technology, Modernization, Security, and Privacy

  • Provides agency oversight of the multi-state consortium established to modernize the State’s unemployment services system. Oversees and coordinates all agency information technology projects and data-system modernization, expansion, and integration efforts, including inter-agency coordination and project management as required. Reviews and recommends approval or disapproval of all agency expenditures related to information technology hardware and software procurement. Oversees and coordinates all agency information-security and privacy efforts to ensure compliance with applicable state and federal laws, policies, and requirements.


In addition to executive and program-management competency, the position requires the analytic and technical skills associated with senior data-science and labor-market research work, including the ability to lead specialists who design, build, and interpret agency data products.


Data Science and Analytic Skills

  • Applies statistical methods, experimental design, and causal inference to unemployment insurance, labor-market, and program-performance questions. Uses Python, R, and SQL (or equivalent) to query, clean, transform, and analyze large administrative and survey datasets. Builds and interprets predictive and explanatory models (regression, classification, time-series, and related machine-learning methods) to support forecasting, risk identification, and program targeting. Designs and evaluates metrics, dashboards, and reproducible analytic workflows; uses visualization tools to communicate findings to executives, legislators, and the public. Applies data-engineering practices: extract-transform-load (ETL) pipelines, data quality controls, metadata, and versioned analytic code. Works with structured and unstructured data, including UI claims files, employer wage records, employment statistics, and linked administrative sources. Understands sampling, survey methodology, and official statistical standards used in employment and unemployment measurement.

Data Governance, Technology Management, and Information Security

  • Applies data-governance, information-security, and privacy principles to personally identifiable and federally protected workforce and UI data. Translates research and operational needs into requirements for data-system modernization, integration, and multi-state technology consortia. Evaluates hardware, software, cloud, and analytic-platform investments for fitness, cost, security, and interoperability. Oversees technology management lifecycles, including strategic vendor relations, service-level agreements (SLAs), and the management of enterprise-scale technology budgets. Manages complex IT infrastructure transitions and ensure operational stability of critical agency systems through effective incident response and change management protocols. Ensures proactive information technology security and risk management are integrated as foundational responsibilities across all technology management and data science initiatives.

Communication and Leadership

  • Explains complex analytic results in plain language to the Executive Director, Governor’s Office, Legislature, media, and partner agencies. Sets analytic priorities, review the quality of research products, and supervise professional staff in research, information, and analysis functions. Connects data products to budget, performance, and policy decisions for the Unemployment Compensation and Research, Information and Analysis divisions

Minimum Qualifications

Training: Graduation from an accredited four-year college or university.
Substitution: Additional experience as described below may substitute for the above training on a year-for- year basis.
 
Experience: Eight years of full-time or equivalent part-time paid experience in computer programming, office automation planning, purchasing and implementation of hardware and software, teleprocessing, system analysis, or supervision of computer operations and data entry functions.
Substitution: A major in computer science may substitute for one year of required experience.

PG:  25     $70,311 - $125,656

Market Rate: $111,330

PSC salary exemption per West Virginia Code §24-1-1
