- (Internal Title: Business System Configuration / Development II)
- The Capital Projects Business Analyst independently leads business analysis and functional delivery for digital and Project Management Information System (PMIS) initiatives supporting complex capital programs. Working closely with project controls, project management, finance, engineering, construction, and technology stakeholders, this role translates business needs across cost, schedule, budgeting, forecasting, change, and performance reporting into clear requirements, functional designs, and implementable solutions. The role supports initiatives from discovery through testing, deployment, adoption, and operational handover, and requires strong client communication, stakeholder engagement, and familiarity with capital project concepts and terminology.
- Business Analysis & Requirements Management
- Lead discovery workshops, interviews, and working sessions with project controls, project management, finance, engineering, construction, and technology stakeholders.
- Elicit, analyze, validate, prioritize, and document business, functional, non-functional, reporting, integration, data, and security requirements.
- Develop current-state and future-state process maps, use cases, user stories, acceptance criteria, business rules, data definitions, and requirements traceability.
- Perform fit-gap and impact analyses; assess solution options and recommend approaches that balance user needs, controls, delivery effort, risk, and maintainability.
- Maintain requirements, decision logs, assumptions, issues, dependencies, and change requests throughout delivery.
- Capital Project Controls & Process Alignment
- Analyze and map capital project processes across cost management, schedule management, capital budgeting and funding, forecasting, change control, progress measurement, and performance reporting.
- Work comfortably with common project controls concepts and terminology, including work and cost breakdown structures, cost codes, budgets, commitments, actuals, accruals, forecasts, contingency, baselines, milestones, variances, cash flow, and estimate at completion.
- Partner with subject matter experts to validate business rules, coding structures, approval authorities, reporting hierarchies, and data ownership.
- Identify process, data, and control gaps; recommend standardized workflows and controls that improve consistency, auditability, and decision-making.
- PMIS Implementation & Functional Delivery
- Support end-to-end PMIS implementation and enhancement activities, including discovery, requirements, fit-gap, functional design, configuration support, testing, deployment, cutover, and hypercare.
- Translate project controls and business requirements into functional specifications, workflows, configuration requirements, reports, dashboards, interfaces, and data structures.
- Coordinate with product owners, configuration specialists, developers, architects, integration teams, data teams, and vendors to resolve questions and maintain alignment between business intent and delivered functionality.
- Support integration and data migration requirements across PMIS, ERP/finance systems, scheduling tools, reporting platforms, document systems, and field applications.
- Experience implementing or enhancing Octave Sequence (formerly EcoSys), Oracle Primavera Unifier budgeting/cost modules, Oracle Primavera P6, or comparable PMIS platforms is a strong asset.
- Testing, Data & Operational Readiness
- Define test strategies, scenarios, scripts, and expected results; coordinate system testing and lead or support user acceptance testing (UAT).
- Maintain traceability from requirements to test evidence; triage defects, clarify expected behaviour, and support timely resolution.
- Define data mapping, validation, reconciliation, and exception requirements to support accurate cost, schedule, budget, and reporting information.
- Prepare operating procedures, job aids, training materials, and knowledge-transfer assets; deliver role-based training and adoption support.
- Support deployment readiness, cutover, hypercare, transition to support, and post-implementation lessons learned.
- Data Modelling & Project Controls Reporting
- Demonstrate comfort working with structured data models, including understanding data relationships, hierarchies, granularity, reference data, and source-to-report data flows.
- Support the definition and validation of reporting requirements, data mappings, business rules, measures, and key performance indicators used in capital-project reporting.
- Bring practical exposure to project-controls reporting through Power BI, including dashboards and reports related to budgets, commitments, actual costs, accruals, forecasts, estimate at completion, cash flow, schedule progress, milestones, and cost or schedule variances.
- Work collaboratively with project controls, finance, scheduling, PMIS, and data teams to confirm that reports are accurate, traceable, and aligned with approved project structures such as the WBS, CBS, cost codes, control accounts, and reporting periods.
- Ability to interpret and validate Power BI outputs is required; experience developing semantic models, measures, or dashboards in Power BI is considered an asset rather than the primary focus of the role.
- Client Communication & Stakeholder Engagement
- Act as a trusted client-facing business analysis lead, building effective working relationships across delivery teams and organizational levels.
- Facilitate structured workshops, resolve differing perspectives, and guide stakeholders toward clear decisions and agreed outcomes.
- Communicate complex business and system concepts in plain language to both technical and non-technical audiences.
- Provide concise status updates, presentations, decision papers, and risk/issue communications; set expectations and escalate material concerns appropriately.
- Support change impact assessment and stakeholder readiness by identifying affected roles, processes, data, and controls.
- Standards, Mentoring & Continuous Improvement
- Contribute to business analysis standards, templates, reusable assets, and playbooks that improve consistency and delivery speed.
- Share capital project and PMIS knowledge across the team; coach Level I analysts through reviews, pairing, and practical guidance.
- Capture lessons learned and recommend improvements to requirements, testing, implementation, and stakeholder engagement practices.
- Working Conditions
- Hybrid: this role’s work location is primarily based in downtown Toronto, with travel to client sites, including in the United States, at key project
- Qualifications & Experience
- 4–8 years of experience in business analysis, business systems analysis, PMIS implementation, project controls technology, or adjacent digital delivery roles.
- Demonstrated experience producing high-quality business analysis deliverables and translating complex operational needs into clear requirements, processes, functional designs, and acceptance criteria.
- Meaningful experience or exposure to capital projects and project controls, with working familiarity across cost, schedule, budgeting, forecasting, change control, and performance reporting.
- Strong client communication, workshop facilitation, stakeholder engagement, relationship management, negotiation, and conflict-resolution skills.
- Experience supporting enterprise system implementations through requirements, functional design, testing/UAT, deployment, training, and operational transition.
- Experience with PMIS platforms such as Octave Sequence (formerly EcoSys), Primavera Unifier budgeting/cost modules, and Primavera P6 is a strong asset.
- Familiarity with data mapping, reporting requirements, integrations, and governance across PMIS, ERP/finance, scheduling, and analytics environments.
- Ability to manage multiple priorities, work independently within established governance, and communicate risks, decisions, and trade-offs to leadership.
- Certifications & Professional Development (Applicable / Preferred)
- Business analysis certification such as CBAP, CCBA, PMI-PBA, or equivalent—considered an asset.
- Project management or project controls certification such as PMP, PMI-SP, AACE certification, or equivalent—considered an asset.
- Vendor or platform training related to Octave Sequence/EcoSys, Primavera Unifier, Primavera P6, or other PMIS platforms—considered an asset.

- Collaboration and delivery: Azure DevOps or Jira; Teams, SharePoint, Confluence, or equivalent.
