About this role

Jefferson County is seeking an Innovation Fellow to support government innovation and technology improvement initiatives. The fellow will design and implement business impact analysis processes, conduct stakeholder interviews, document technology dependencies and technical debt, and develop cybersecurity and post-quantum cryptography readiness recommendations.

What you'll do:

  • Assist in designing and refining Business Impact Analysis (BIA) interview templates and methodologies for Jefferson County
  • Help standardize documentation and workflows so the process can be repeated consistently across the County
  • Support and eventually lead BIA interviews and workshops with County divisions to understand business functions, technology usage, access patterns, and operational dependencies
  • While conducting BIAs, help gather an inventory of legacy systems, applications, and integrations that may rely on cryptographic approaches vulnerable to future quantum threats
  • Assist in documenting technical debt and modernization considerations relevant to PQC preparation
  • Support synthesis of findings into early PQC readiness insights, identifying areas that may require deeper technical review in the future
  • Translate technical and operational information into summaries and recommendations accessible to non-technical stakeholders
  • Participate in meetings, briefings, and presentations with internal partners and leadership

What they're looking for:

  • Bachelor's Degree OR any equivalent combination of education and experience on a year-for-year basis
  • A valid Colorado driver's license is required for positions that drive on County Business in either a county or personal vehicle within 30-days of hire or beginning to serve as an intern or volunteer
  • Strong written and verbal communication skills, with the ability to translate complex or technical topics for non-technical audiences
  • Experience gathering, analyzing, or documenting business or technical requirements
  • Experience conducting interviews, assessments, or structured information-gathering with stakeholders
  • Strong organizational skills and comfort managing analytical work across multiple teams
  • Coursework or experience in information systems, business analytics, cybersecurity, IT, public administration, or a related field
  • Foundational understanding of cybersecurity and risk concepts (e.g., encryption, system dependencies, incident response, disaster recovery (DR)), without requiring deep technical specialization
  • Interest in business continuity planning, technology resilience, emerging technology risk (such as PQC), and public-sector innovation
