The Information Technology Division (ITD) provides timely and cost-effective information technology services to the department, its programs, divisions, and offices. This support enables the department to fulfill the mission of the HCA in an efficient and responsive manner and ensures the Health Care Authority (HCA) gains full benefit from its current and future investments in technology.

The IT Applications Manager is responsible for the overall management of the MMIS components that are ensuring that MMIS systems run effectively and efficiently and that any issues are addressed expeditiously.

The IT Applications Manager will:

• Recruit, hire, train, develop, and evaluate a team of product owners to ensure they are working on the priorities set by executive management;
• Develop and maintain relationships with multiple vendors to ensure the smooth operation of MMIS systems;
• Work together with cross-functional teams to further the strategic goals related to MMIS;
• Looks for opportunities to improve processes and systems to maximize the value of HCA's investment in MMIS.

The IT Applications Manager is responsible for:

• Overall management of the MMIS technical program(s) & overseeing the allocation of all program resources;
• Coordinating with multiple vendor partners to ensure they are meeting the strategic aims of the agency;
• Building a team of product owners that can effectively manage the various MMIS modules and components;
• Evaluating MMIS M&O processes to find opportunities for enhancement and constructive growth.

• Health Care Authority (HCA) employees, contractors, and clients, along with other state and federal governmental entities.

The Ideal Candidate has:

• Extensive experience managing enterprise systems, preferably in the Medicaid and/or government healthcare realms;
• A great deal of experience managing multiple vendors and guiding them toward the achievement of shared goals;
• Knowledge of the legal and contractual processes involved with vendor relationships is also a plus;
• Demonstrated a capacity for working with multiple stakeholders in the course of managing a complex software ecosystem;
• The ability to handle multiple, competing priorities is also a plus;
• A proven ability to handle ambiguity and to be willing to find answers to complex questions in a fast-paced environment is also highly beneficial;
• Experience navigating the unique intricacies of working in a governmental environment and;
• A strong desire to serve the public good is also a positive characteristic of the ideal candidate.
