Why does the job exist?

This position is responsible for planning utility coordination to meet production deadlines for utility certifications to obligate federal funding on projects that are designed under the authority of the New Mexico Department of Transportation (NMDOT).

This position is critical to highway construction project development due to its specific function regarding utility facility locating in NMDOT Right of Ways (ROW).

How does it get done?

The Utility Coordinator (UC) is responsible for acquiring utility locations and coordinating utility relocations due to potential conflicts so NMDOT projects project can move forward into the production and construction phases. A UC must also process contracts and encumber funding for utility companies that have compensable rights.

The most important aspect of this position is safety. Thorough coordination of utility facility placement and relocation ensures that contractors will have the information necessary to work safely.

Secondly, proper coordination allows the contractor to work without unexpected utility conflicts and without damaging utility assets, which minimizes change orders and keeps the project on budget. Field reviews and facilitating utility coordination meetings are also required.

Who are the customers?

The job is primarily done pursuant to the Federal Highway Administration (FHWA) Code of Federal Regulations (CFR) guidelines, but the goal is ultimately providing utility certifications at project production to secure project funding.

The UC must schedule meetings and travel throughout their assigned district to accommodate utility companies, municipalities, and any other stake holders that hold utility permits or have underlying rights to NMDOT Right of Way.

Therefore, the UC must utilize their time efficiently. It is the Utility Coordinator's responsibility to interpret and enforce New Mexico Administrative Code (NMAC) 17.4.2.

Ideal Candidate

The ideal candidate will have experience in the following:

* Identifying potential utility conflicts and coordinating utility relocations;
* Facilitating meetings and communicating with utility companies, municipalities, and
governmental agencies regarding roadway projects;
* Construction experience, especially with utility installations, along with knowledge of the
NMDOT specifications and utility installation criteria;
* Knowledge of Microsoft Office Suite, especially with MS Word and MS Excel; and
* Effectively organizing and managing multiple priorities to meet established project
development deadlines.

Minimum Qualification

High School Diploma or equivalent and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required experience.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment. Employment requires successful completion of a post offer pre-employment physical exam and is conditional pending results. Business reference check and Driver's License verification are also required, and employment is conditional pending results.

Working Conditions

Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage. Travel is required, with occasional overnight stays and on-site project visits are required. Must be able to lift up to 25 pounds to at least shoulder height. Work is generally performed in an office setting with field work in varying weather conditions on multiple projects. May work extended hours and statewide travel including some overnight travel will be required. Sitting/standing/driving for extended periods of time and extended periods of work at a computer terminal with some bending may be required.
