Job Description and Duties
The Analyst III is responsible for coordinating and supporting the development of the Department of Developmental Services (Department) trailer bill proposals within the annual state budget process. This position coordinates a sensitive area of the Department's operations, requiring the incumbent to manage politically visible and time-critical proposals with department-wide impact. The incumbent performs highly complex and sensitive analytical work requiring substantial independence, subject matter expertise, and collaboration with executive leadership, program divisions, the Department of Finance (DOF), the California Health & Human Services Agency (CalHHS), legislative staff, and other oversight entities. This position supports the development of trailer bill proposals that align with departmental priorities, statutory and fiscal requirements, and statewide developmental services policy goals. The incumbent must demonstrate a strong understanding of budget and legislative protocols, as well as the political sensitivity surrounding various policy issues, in order to represent the Department effectively to all partners involved in the budget and legislative process.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions
Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.
Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.
This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.
This position requires occasional overtime and may require flexibility in the work schedule.

Department Information
The California Department of Developmental Services (Department) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.
These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.
The Department is located in a modern, sustainable and innovative office building at 1215 “O” Street, Sacramento, California. Some amenities of the building include:

Describe your experience doing policy, legislative, or budget work. This can include reviewing or writing analyses, working on policy documents, preparing materials for legislative or trailer bill, or helping coordinate work with different teams. Please also explain any experience you have working with state agencies, legislative offices, executive leadership, fiscal staff, or program divisions.

Desirable Qualifications
Knowledge of: Developing trailer bills or program related statutory analyses; Department programs, Lanterman Act provisions, and regional center operations; principles, problems, and procedures of program planning, public administration, and the legislative process.
Ability to: Manage multiple priorities in a fast-paced environment; work prolonged periods of computer and desk work; track multiple issues in a fast-moving environment; analyze legislation, identify concerns, and make recommendations to management; analyze sensitive and controversial situations accurately and communicate them effectively, act with tact and diplomacy with many interested people and groups representing the community, and maintain confidentiality; work independently and as a team player is proactive, organized, and a problem solver.
