The New Mexico Department of Finance and Administration (DFA) is the state's central fiscal agency, responsible for oversight of state and local government financial operations. The Local Government Division (LGD) provides financial oversight, technical assistance, and grant administration to New Mexico's local governments, including municipalities, counties, and special districts. The Legislative Grant Management Bureau (LGMB) is committed to supporting the development and revitalization of communities across the state through full lift-cycle administration of grants funded by the New Mexico Legislature.

Why does the job exist?

 
This position exists to ensure that legislative appropriations assigned to local public bodies throughout New Mexico are administered efficiently, transparently, and in compliance with all applicable laws and regulations. The Legislative Grant Manager plays a vital role in supporting municipalities, counties, special districts, and tribal governments by providing guidance and oversight in grant management, monitoring compliance, and evaluating project performance. By working closely with these entities, the manager helps ensure that public funds are used effectively, projects are completed successfully, and legislative intent is fulfilled, ultimately contributing to the responsible stewardship of state resources.

How does it get done?

 
The Legislative Grant Manager key responsibilities include:

Grant Management -
* Administer, process, pay requests and approve reimbursement for eligible expenditures.
* Finalize grant agreements for timely execution and issues to grantees.
* Review and approve third party obligations for notice of obligations for grantees.
*  Maintain accurate records and documentation related to grant management.

Compliance Monitoring -
* Review grantee reports to ensure adherence to grant guidelines and regulations.
* Identify potential compliance issues and communicate them proactively.
* Conduct site visits to verify project activities and financial accountability.
* Monitor, review and document legislative appropriations with anti-donation and audit issues including a fiscal agent requirement.

Performance Evaluation-
* Monitor grantee progress against project goals and milestones.
*  Analyze data from reports and performance metrics to assess impact.
*  Provide feedback and technical assistance to grantees to improve project outcomes.

The position works in partnership with local government grantees and DFA leadership to ensure timely processing and administration of legislative grants.

Ideal Candidate

 
The ideal candidate for the Legislative Grant Manager position with DFA-LGD will possess a strong background in grant management, including direct experience overseeing and administering grant-funded projects. This individual should be skilled in reading, interpreting, analyzing, and applying federal, state, and local laws, rules, and regulations relevant to grant programs. To be successful in this role, the candidate must have exceptional written and verbal communication skills, along with a commitment to providing high-quality customer service to a diverse group of grantees. Experience working with local government entities is essential, as is the ability to manage multiple grants simultaneously. Strong organizational skills and the capacity to effectively track and coordinate a large portfolio of legislative appropriations across the state are critical for thriving in this position.

Minimum Qualification

 
Bachelor's degree and three (3) years of relevant experience as it relates to the essential duties of the position. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid Driver's License.

Pre-employment criminal background check is required, and employment offer will not be extended prior to completion.

Working Conditions

 
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive computer and phone usage. The position requires regular communication with local government officials via phone, email, and video conference. Some in-state travel may be required to conduct site visits or attend trainings and meetings. Work is primarily performed during standard business hours.
