Spectra Tech is seeking a Licensing & Environmental Consultant for Richland, WA. 

 

Job Description: 

This position is responsible for developing strategic approaches to Licensing and Environmental activities in order to help achieve organizational goals for new nuclear development. This position will provide technical advice and proactive counsel to management on a wide range of complex licensing, environmental and other regulatory issues, interpretation and verification of industry guidance, and regulatory requirements for application to project-specific issues.
 

Principal Accountabilities:


Interface with the Reactor Technology Vendor and other vendors to manage preparation of licensing documentation including the Preliminary Safety Analysis Report and Final Safety Analysis Report supporting the construction permit and operating license applications. Manage development of technical specifications and the technical requirements manual. Manage the development of licensing documents supporting Fire Protection, Emergency Preparedness, Physical Security, Cyber Security, Nuclear Material Control & Accounting, Radiation Protection, Offsite Dose Calculation Manual, ISI/IST, and Fitness for Duty as directed by Licensing management. Ensure documentation meets regulatory requirements and is appropriately validated by source documentation.

Skills and Experience:


Must have excellent oral and written communication skills. Capable of conducting meetings with regulatory management. Clearly capable of conducting technical meetings and maintaining a professional relationship with regulatory agencies. Ability to work well with others in closely linked roles to achieve mutual goals, to reach a consensus among dissenting opinions, and insight on when to stand firm when faced with opposition. Ability to manage in a highly stressful, time constrained, regulatory environment. Required knowledge includes an understanding of Licensing and Environmental regulations pertaining to a nuclear facility, validation of licensing document submittals, and requirements for submitting documents under oath or affirmation.
 

Required Education and Experience:

Requires a bachelors degree from an accredited college or university and 10 years experience at a nuclear power plant in Regulatory Affairs, Licensing, or Environmental role(s).
