Lieutenants manage and coordinate law enforcement operational segments providing law enforcement services and protection to the citizens of Tarrant County. Operations Bureau management duties include, but are not limited to, management and oversight of operational segments including but not limited to: Judicial, Patrol, Investigations, Warrants, Communications, and Community Relations-Training functions.

Essential Duties and Responsibilities

1.Coordinates and oversees scheduling of assigned subordinate personnel.
2.Coordinates unit briefings and ensures that personnel receive relevant information needed to properly perform assigned duties and meet unit and department objectives.
3.Assists superiors and/or designated personnel with administrative duties.
4.Manages and oversees operational activities of assigned subordinate personnel.
5.Based on assignment manages and coordinates preliminary investigations of all major crimes and incidents.
6.Based on assignment responds to major incident locations to coordinate and direct law enforcement responses and establish an Incident Command System to manage the incident.
7.Based on assignment manages and coordinates communications and related information system operations supporting patrol and investigative activities.
8.Notifies senior managers of major crimes, serious accidents, significant employee complaints and other extraordinary happenings in a timely manner.
9.Manages and oversees personnel and equipment inspections.
10.Monitors and enforces all Sheriff’s Office policies, procedures, and rules.
11.Monitors employee use of communications and information systems to ensure compliance with all applicable law, policy and procedure for their use.
12.Evaluates duty performance of assigned subordinate personnel.
13.Uses information systems to perform essential duties including employee performance evaluation, incident investigation and review, use of resources, workload and performance measures, and to create/prepare documents and reports.
14.Manages and documents citizen and employee allegations of misconduct and initiates appropriate action(s) to investigate the complaint.
15.Verifies that supervisor and management reports are accurate and legible.
16.Assists subordinates as needed.
17.Coordinates unit activities and actions as needed.
18.Provide court testimony as required.
19.May coordinate and implement in-service training programs for department/unit employees to meet identified training needs.
20.Must maintain physical fitness in order to perform the essential duties of the position.
21.Use reasonable force when necessary.
22.Must work assigned duty hours.
23.Must enforce all applicable rules and regulations of given position.
24.Must complete mandatory paperwork.
25.Must produce legal documents required by assigned duties.
26.Provide input into budget processes and administer budgeted funds allocated for unit operations.
27.Perform all other related duties as assigned including duties required of subordinate Deputy Sheriff-Operations personnel.
28.Ensure that subordinate personnel attend and complete all training required by statute or TCLEOSE to maintain required certification(s) and (licenses).

SKILLS - The following skills and abilities must be either demonstrated to an acceptable level of proficiency prior to selection, or achieved afterward within a normal and customary time period:
1.Must have good interpersonal and public relations skills.
2.Experience or training in public speaking desirable.
3.Must be able to understand, interpret and properly apply court orders, relevant State statutes including the Code of Criminal Procedure, Penal Code, Transportation Code, and all other statutes, ordinances, policies and procedures required to perform essential job duties of the position assigned.
4.Must be able to prepare official documents required to perform assigned functions including but not limited to interoffice memos and letters to other agencies, affidavits, investigative reports, and case filing documents.
5.Must be proficient in the use of defensive tactics requiring physical force including the use of intermediate impact weapons and firearms.

KNOWLEDGE – The following knowledge must be either demonstrated to an acceptable level of proficiency prior to selection, or achieved afterward within a normal and customary time period:
1.Must have a working knowledge of the Code of Criminal Procedure, Penal Code, Transportation Code and other State statutes, and County ordinances.
2.Must have a working knowledge of applicable policies including but not limited to: Sheriff’s Department policies, Civil Service Rules, Standard Operating Procedures, and the Tarrant County Employee Handbook.
3.Must have a working knowledge of department organization and functions.
4.Must have a working knowledge needed to use basic Microsoft Office Suite software functions (word processing and spreadsheet).

Minimum Requirements

  • High school diploma or equivalent.  
  • Two (2) full-time years of continuous service at the rank of Sergeant with Tarrant County Sheriff's Office plus two (2) full-time years of related law enforcement work experience at any level.  Related law enforcement experience in patrol, criminal investigations, or warrant service is preferred.  

  • Have an Intermediate Peace Officer certification (Advanced preferred) through the Texas Commission on Law Enforcement and be licensed in good standing as a peace officer in the state of Texas.  

  • Must obtain a valid Texas driver license within thirty (30) days.

Physical Demands and Work Environment & Other Requirements

While performing the duties of this position, the incumbent is regularly required to stoop, sit, walk, run on occasion, strenuously climb stairs or ladders and lift up to 100 lbs. Must be able to exert physical force when necessary and lift, twist and throw persons during defensive tactics regularly May sit at a work station for prolonged periods of time writing, typing, using a computer, or telephoning citizens or personnel for information. May lift to pick up evidence and run/fight to apprehend fugitives daily. May be exposed to communicable diseases. Must be willing to work overtime, weekends, holidays, rotating shifts, evenings and nights.

There is exposure to household type cleaning agents (such as diluted bleach, alcohol based window cleaner, chlorine based cleanser); and occasional exposure to pesticides. There is occasional exposure to inmate control devices that emit pepper agents via aerosol spray, gel or foam. There is the potential of exposure to toxic smoke.

SPECIAL ADA PHYSICAL STATEMENT:
Applicants must demonstrate distant and near vision of 20/30 corrected or uncorrected in the better eye and must be able to read typewritten material with or without glasses. Must have sufficient vision without glasses to defend self and others, and perform mandatory life safety functions while achieving an airtight seal with an air pack face mask (with or without contact lenses). Must be able to distinguish basic colors (without the use of x-chrome lenses). Must be able to hear the conversational voice, with or without the use of hearing aid. Must be able to partially lift and drag an average weight person of approximately 185 lbs, a distance of 75 feet for the evacuation of individuals unable to assist themselves during emergencies. Must be able to physically restrain hostile and combative subjects. Must be physically able to participate in defensive tactics training. Must be able to work any shift. Must be able to don and wear emergency protective equipment such as self contained breathing apparatus (SCBA) and other protective equipment during emergency operations and training. Must be able to communicate in clear English during emergencies.

The Texas Occupations Code Chapter 1701, SECTION 1701.306. PSYCHOLOGICAL AND PHYSICAL EXAMINATION, and the Texas Commission on Law Enforcement Standards and Education, requires that applicants must be certified as medically and psychologically fit to perform the duties of peace officer when appointed; and at any time during employment when circumstances justify re-examination of a peace officer’s medical or psychological fitness for duty. The duties of this position require courteous and tactful contact with the public as well as incarcerated persons. Incumbent may be required to work under trying conditions during emergency situations for hours without relief and may be required to make instantaneous decisions regarding the use of force including deadly force, therefore emotional and mental stability is essential. This position requires a high physical level of physical ability. Law enforcement professionals must be capable of performing all essential and emergency duties of the job assignment with or without reasonable accommodation that does not impair a business necessity or impose an undue business hardship and without presenting a direct threat to the safety of the employee or others. Inability to use emergency equipment or physically restrain offenders poses a serious danger to the public and co-workers and adversely impacts operational objectives.
