Job Summary 
This position is located within the Department of Health Care Finance (DHCF), Health Care Delivery Management Administration (HCDMA), Children’s Services Division. This position serves as a Management Analyst responsible for monitoring pediatric primary care in the Medicaid program and ensure compliance with managed care reporting and service delivery. Specific areas of focus may include lead screening, school health, pediatric behavioral health, pediatric dental service delivery, and beneficiary outreach activities.

Duties and Responsibilities  
Conducts detail analysis’ and advises the Program Manager and Administration Director of the Health Care Delivery Management Administration and other senior managers on a broad range of health care issues affecting children enrolled in Medicaid/Children’s Health Insurance Program (CHIP). Identification, review, and analysis of best practices for service delivery and quality measures for health services for low-income children. Educate sister agencies staff on the areas of Medicaid benefits, children's health care services, and pediatric component of the Medicaid/CHIP program. Review, analyze, and evaluate health service delivery systems for Medicaid-enrolled children across public agencies. Recommends development of short-term and long-term comprehensive health policies, initiatives, and best practices designed to meet the present and future needs of the District’s Medicaid/CHIP populations, particularly as they relate to children’s health service delivery.

Evaluates existing policies, procedures, contracts, transmittals, and regulations to formulate revisions to improve efficiency and effectiveness of pediatric care in Medicaid/ CHIP. Maintains a close working relationship with other departmental offices, other District agencies, and health care provider and consumer associations through project involvement, research assistance and attendance at meetings on behalf of the Program Manager or Administration Director. Conducts detailed analyses of complex functional and work processes of broad administrative or technical programs and makes recommendations for Improvement in the effectiveness and efficiency of work operations. Recommends development of new methods, organizational structures, and management processes. Counsels end advises program managers on methods and procedures, management surveys, management reports, and control techniques. Streamlines organizational policies and procedures to ensure that agency operates effectively and efficiently, including designing systems to Implement and support improvement.

Qualifications and Education 
Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled.  To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Pay Plan, Series and Grade:  CS-0343-12

Collective Bargaining Unit (Union):  This position is represented by a collective bargaining unit.  

Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
