Job Summary
The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District's 90,000+ students. OSSE serves as the District's liaison to the U.S. Department of Education and works closely with the District's 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.

Duties and Responsibilities
The Management Analyst works closely with the management and project teams to carry out complex management studies dealing with work measurement, methods, and procedures, time standards, and/or benchmarking to identify root or systemic causes and problems and propose solutions to improve efficiencies. Conducts detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations.

The incumbent will counsel and advise program managers on methods and procedures, management surveys, management reports, and control techniques. Streamlines organizational policies and procedures to ensure that the agency operates effectively and efficiently, including designing systems to implement and support improvement. The incumbent will prepare briefing materials, testimony, presentations and provides subject matter expertise for the supervisor and various management officials on management options and goals. Attends meetings with, or on behalf of, the supervisor where issues of significant program importance are discussed, and decisions are made.

Qualifications and Education
Specialized experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. This experience could include but not be limited to monitoring grants and advising management of budget and funds control, utilization of management analysis methodologies, techniques, and tools and written and communication skills, and strong analytical and problem-solving skills.

Working Conditions/Environment
Work is normally performed in an office environment. Occasionally, the incumbent may be required to visit various locations within the District of Columbia.

Duration of Appointment: This an Education Service (ES), “At-Will” Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.

Position Designation: In accordance with Chapter 4 of the D.C. Personnel Regulations (Suitability), this position has been designated Protection-Sensitive. Accordingly, appointment to this position is contingent upon successful completion of enhanced suitability screening, which may include criminal background checks, consumer credit checks (where applicable), traffic record checks (where applicable), and pre-employment drug and alcohol testing. Incumbents are also subject to periodic criminal background checks and other follow-up screening for the duration of employment.

Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
