Why does the job exist?

The IT Network Manager position exists to provide centralized leadership and accountability for the security, reliability, and performance of the agency's network infrastructure. This role oversees complex, multi-vendor network environments, manages network staff and vendors, ensures compliance with security and regulatory requirements, and aligns day-to-day operations with long-term strategic planning. By serving as the primary authority for network design, operations, and audits, the position reduces operational risk, ensures service continuity, and supports the agency's mission through secure and scalable network services.

How does it get done?

Accountable for the design, implementation, security, operation, optimization, and maintenance of enterprise network infrastructure, including LAN, WAN, WLAN, VPN, and perimeter networking for assigned organizational areas.

Manages large-scale and complex network deployments, including requirements definition, technical evaluations, solution selection, implementation oversight, validation of installations, and coordination in multi-vendor and multi-protocol environments.

Proposes, conceptualizes, designs, implements, and develops advanced network solutions to address complex connectivity, performance, resiliency, and security challenges.

Oversees network architecture and engineering activities to ensure availability, scalability, redundancy, performance optimization, interoperability, and adherence to network standards and best practices.

Performs complex network engineering assignments requiring the development or refinement of network designs, configurations, and operational processes.

Reviews and validates physical and logical network designs, including routing, switching, wireless, segmentation, and traffic flow, to optimize performance and reliability.

Applies deep expertise in network architecture, routing and switching, wireless networking, network segmentation, and traffic management.

Leads long-term network capacity planning and develops network roadmaps that align with operational growth, security requirements, and infrastructure modernization.

Serves as the network subject matter expert for enterprise networking technologies, architectures, and operational practices.

Determines, approves, and schedules network changes, oversees implementation timelines, and ensures adherence to network change management and quality standards.

Acts as the primary point of contact for network-related security assessments, compliance reviews, and technical audits.

Exercises full supervisory responsibility for network operations and engineering staff, including hiring, training, performance management, and workload prioritization.

Oversees day-to-day network operations, including monitoring, troubleshooting, incident response, and first- and second-level network maintenance activities.

Ensures network services meet availability, performance, and security requirements while operating within budgetary and design constraints.

Resolves complex network incidents and outages, performs root-cause analysis, and implements corrective and preventive network improvements.

Manages relationships with network vendors and service providers, including ISPs, equipment manufacturers, and managed network service partners.

Applies knowledge of networking standards, protocols, and technologies, as well as regulatory and security requirements impacting network infrastructure

Interprets and enforces agency network policies, standards, and procedures; recommends updates to network architecture standards and operational guidelines.

Coordinates and supports network-focused security, compliance, and regulatory audits, ensuring documentation and technical evidence align with requirements.

Leads network process improvements to enhance reliability, security, monitoring, and operational efficiency.

Conducts network-specific budget planning, forecasting, procurement, and contract oversight for network hardware, software, and services.

Demonstrates strong leadership in network team coordination, technical decision-making, and incident escalation management.

Applies strong analytical, troubleshooting, planning, and communication skills to complex network engineering and operational challenges.

Utilizes network management, monitoring, and analysis tools to assess performance, detect issues, and guide network optimization efforts.

Ideal Candidate

Minimum of eight (8) years of progressive experience in enterprise network administration, engineering, and design.

At least two (2) years of demonstrated experience leading or supervising a network operations or network engineering team.

Hands-on expertise with LAN, WAN, WLAN, VPN, routing, switching, and network security infrastructure.

Strong knowledge of network architecture, capacity planning, redundancy, resiliency, and performance optimization

Experience managing large-scale network deployments, upgrades, and infrastructure modernization projects.

Ability to provide technical leadership and mentorship to network staff and engineers.

Strong analytical, problem-solving, documentation, and communication skills.

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and four (4) years of experience in systems administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. May be required to work additional hours and/or evening and weekend hours.
