About this role

About the Department

Contract Services is responsible for the procurement and administration of professional services and construction contracts, including alternative delivery methods such as Construction Management at Risk and Design Build.  The group supports the MBTA's multi-billion-dollar Capital Investment Plan (CIP) throughout the full delivery lifecycle, from contract procurement, contract administration including management of contract changes and amendments, invoice review and payment processing, dispute resolution to contract closeout.

The Manager of Alternative Delivery Contracts will provide comprehensive support to project managers across the Authority’s on Alternative Delivery procurements including but not limited to Design Build (DB) and Construction Manager at Risk (CMAR).  The Manager will ensure procurement and contract administration best practices conform to Federal and State Laws while serving the best interest of the Authority.

Position Duties

  • Oversee and manage all phases of the procurement and contract administration.
  • Supervise and manage a team of Coordinators and other staff within Contract Services. 
  • Organize workloads, be proactive in identifying contract procurement needs/requirements.
  • Responsible for implementing MBTA’s Alternative Delivery Manuals, including but not limited to DB and CMAR sections of the Procurement Manual.
  • Support the update and implementation of changes to MBTA’s Standard Operating Procedures.
  • Manages, tracks, and updates all departmental databases, ensuring information remains accurate, up-to-date, and fully aligned with departmental requirements.
  • Develop and oversee the Procurement Schedule to support the Authority’s Capital Program.
  • Prepare the required annual updates to the Office of the Inspector General and ensure ongoing compliance with applicable statutory and regulatory requirements.
  • Perform functions using the MBTA’s Project Management Information System (PMIS) and Financial Management Information System (FMIS) and any other contract management or financial management platforms as required for projects.
  • Assist with development of processes and dashboards.
  • Provide management response to federal and state audit.
  • Work with third party consultants and contractors and various departments within the Authority.
  • Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner.
  • Perform all other duties that may be assigned.
Additional responsibilities may include focus on one or more departments or locations. See applicable addendum for department or location specific functions.

Supervision
  • Project coordinators and senior project coordinators.

Minimum Qualifications

  • A Bachelor’s degree from an accredited institution.
  • Five (5) years of experience in procurement and/or contract management.
  • Related experience in a supervisory capacity or leading large projects.
  • Excellent customer service skills.
  • The ability to provide internal and external customers with a courteous and professional experience.
  • The ability to supervise and work effectively with a diverse workforce.
  • Working proficiency with Microsoft Word, Excel, Database and PowerPoint.
  • Self-starter with the ability to work productively independently and as part of a team.
  • Excellent organizational, analytical, confidentiality, multi-tasking, time management and interpersonal skills.
  • Ability to communicate effectively and professionally with customers, employees and vendors.

Substitutions
  • A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement. 
  • An associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
  • A master’s degree in a related subject substitutes for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one (1) year of experience.

Other Qualifications

  • Prior experience in the public sector,
  • Understanding of CMAR and Design-Build.
  • Prior experience with alternative delivery and with MGL C149A.
  • Prior experience in an organization implementing a multi-billion-dollar capital program.
  • Prior experience with ASANA.
  • Massachusetts Certified Public Purchasing Official (MCCPO) or Associate Certification Professional.
