This position is in the Colorado Department of Public Health and Environment, Laboratory Services Division, and has been recommended for reallocation to Physical Sciences Researcher/Scientist V.
This announcement represents the selection process for an occupied, reclassified state position. This position is open only to classified permanent employees of Laboratory Services Division within the Colorado Department of Public Health and Environment. Description of Job
The Work Unit:
The Laboratory Data and Informatics Unit functions as a multidisciplinary scientific body that applies advanced theory, physical science principles, and rigorous data collection methodologies to the end-to-end lifecycle of laboratory informatics. By designing workflows and technical frameworks to detect, measure, and analyze both established and experimental observations, the unit ensures seamless laboratory instrument connectivity and the high-fidelity integration of complex data. Members of the unit act as scientists to plan and devise sophisticated testing workflows, understanding the root cause of data challenges to ensure all systems comply with program and regulatory standards. This scientific expertise is directly applied to the configuration of Laboratory Information Management Systems (LIMS), the development of intricate reports, and the engineering of instrument interfaces, ensuring that the methods used to collect and interpret data are accurate, efficient, and replicable.What You Will Do:
This position serves as the Manager of the Laboratory Data and Informatics Program, acting as the department’s authority on the integration of physical science data and laboratory systems. The position establishes the program’s long-term goals and strategic master plan, managing a multi-disciplinary team of seven FTEs to drive scientific innovation. This position functions as a regional pacesetter, influencing policy and program direction beyond the agency’s boundaries to include local governments and national partners. The position originates new models for data integrity and scientific informatics where no prototype exists in state government, ensuring the agency remains at the leading edge of the physical sciences.
Key Responsibilities:
Program Manager & Leading Authority
This position serves as the manager for the Laboratory Data and Informatics sub-unit, providing technical oversight and strategic direction for scientific data operations.
- Strategic Planning: Develops the multi-year scientific study agenda for the informatics program, establishing tactical plans to achieve high-level agency objectives.
- Resource Allocation: Manages the program budget, develops budget requests, and has final signature authority for all program expenditures and the deployment of human resources across various projects.
- System Invention: Originates and "invents" statewide data systems and informatics guidelines that are applied by researchers and scientists throughout the state’s public health and laboratory networks.
- Policy Origination: Develops unprecedented operational policies for the agency’s work in science, including statewide frameworks for data confidentiality, informed consent, and complex data sharing.
Personnel Management & Line Authority
This position is responsible for the formulative design and configuration of complex scientific data systems. It evaluates and tailors’ physical science theories to develop new approaches and individualized methodologies for the laboratory through its data systems.
- Direct Supervision: Provides full-line supervision for seven FTEs, including other Scientists and Data Managers.
- Personnel Actions: Exercises final signature authority on actions impacting pay, status, and tenure; leads the hiring process; and conducts performance appraisals and disciplinary actions.
- Workforce Development: Develops staffing patterns and work units to deploy staff effectively against the program's strategic goals.
Data Systems Management
This position provides scientific oversight for the management and monitoring of electronic reporting systems at the state laboratory. The position ensures that complex laboratory findings are translated into standardized scientific nomenclature to maintain the accuracy and reproducibility of data. To perform these duties, the position must:
- Nomenclature System Design: Designs the overarching framework for mapping and harmonizing laboratory values, evaluating the theoretical principles of the lab's findings to determine how international standards (LOINC, SNOMED) should be individualized for complex datasets.
- Integrity Framework Management: Designs the processes for monitoring data, determining the methodologies required to preserve data integrity and system stability during high-volume or emergency research cycles.
- Model Evaluation and Analytics: Develops and evaluates scientific metrics to analyze the effectiveness of current data models; tailors these metrics to identify deep-seated trends and recommends structural changes to improve reporting accuracy.
- Formulative Troubleshooting: Investigates anomalies in electronic messaging; uses resourcefulness and scientific analogy to resolve complex barriers that impede the communication of critical findings.
