The MOVERS HCM Department Expert serves as the primary departmental subject matter expert (SME) for the State of Missouri's MOVERS Human Capital Management (HCM) system. This position provides leadership, guidance, and support to department leadership, managers, Human Resources, and employees by ensuring effective adoption and utilization of MOVERS within the department.

As the department's primary liaison to statewide MOVERS teams, this position translates business needs into operational solutions, promotes consistency with statewide processes, and helps ensure the department maximizes the value of the HCM system. The ideal candidate is a current State of Missouri employee with hands-on experience using MOVERS and a strong understanding of state personnel processes. 

The salary indicated represents a base pay rate.  If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck.  A pay differential does not raise your base pay.

Responsibilities - What you’ll do

  • Serve as the department's primary subject matter expert for the MOVERS HCM system.
  • Act as the liaison between the department and statewide MOVERS governance, functional, and support teams.
  • Provide guidance and consultation to managers, supervisors, and employees on MOVERS functionality and business processes.
  • Identify departmental business needs and recommend solutions that align with statewide standards and best practices.
  • Lead department testing for system enhancements, updates, and new functionality
  • Coordinate and support implementation of statewide MOVERS initiatives within the department.
  • Develop department-specific procedures, job aids, and training materials.
  • Deliver training and one-on-one support to managers, HR staff, and employees.
  • Troubleshoot system issues, research solutions, and coordinate with statewide support teams when necessary.
  • Analyze trends, identify opportunities for process improvement, and recommend efficiencies through effective use of MOVERS.
  • Monitor compliance with statewide policies and departmental procedures related to personnel transactions.
  • Foster strong working relationships with HR, Payroll, Workforce Development, Information Technology, and program leadership.

Qualifications - All you need for success

Minimum Qualifications:
  • Bachelor’s degree and 1 or more years of relevant work experience. (Substitutions may be allowed.)
  • Current State of Missouri employee.
  • Working knowledge of the MOVERS Human Capital Management system.
  • Strong communication, relationship building, and organizational skills
  • Strong presentation and communication skills
  • Experience working with diverse or underserved populations is a plus
