Serves as a technical expert to Districts and a liaison between District Construction Estimators and Engineering Services Lead and Chief Estimators. Assists other Engineering Services Estimators as needed. Conducts value analysis of plans and construction projects, recommends possible alternatives; performs engineering work in the preparation, development, and reviews of final plans to independently develop detailed Initial Engineer’s Estimates which are used to initiate construction funding authorization and subsequently for bid evaluation on construction projects let to contract by the Department of Transportation. Performs local or general cost checks to determine prevailing material and/or labor prices and market research with suppliers in their assigned District for bid item material availability and cost trends. Makes site inspections of active construction projects to assess current construction practices and production rates used to revise their own and office wide estimating tools and practices. This position is assigned to the General Office in Atlanta but may reside in the General Office, a District Office, or Area
