Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Leads and performs skilled operations, maintenance, and repair work on locks and dams, floating plant, facilities, and equipment while directing crews, coordinating work, ensuring safety, and providing technical training.Duties
- Responsible for getting work started, setting the pace, and demonstrating proper work methods.
- Obtains new supplies and materials using the Purchase Request and Commitment process.
- Leads and performs work on Lock and Dam, facilities, grounds, and utilities both on land and aboard floating plant.
- Reports to supervisors on status and progress of work, including causes of work delays.
- Explains safety precautions to be followed in setting up machinery and equipment.
- Reviews programs such as daily vessel logs and night security logs for conformance and accuracy.
- Conducts training sessions designed to update, improve, or upgrade the knowledge and skills of others.
- Provides input to supervisors regarding employee conduct and performance for DPMAP, rewards, and disciplinary purposes.
- Shows the proper trade techniques and practices.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of an OPERATIONS & MAINTENANCE WORK LEADER without more than normal supervision in performing common lock and dam operations and maintenance duties on land and aboard floating plant, to include: operating and maintaining lock and dam operations; or performing common tasks in support of lock and dam operations including basic construction equipment operation, basic carpentry, basic plumbing, basic pipefitting, and/or basic electrical. - Failure to meet this Screen Out Element will result in an ineligible rating. To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Physical Efforts: The work involves maintenance and repair work for a variety of machinery, buildings, utilities, structures, related fixtures and grounds. The employee uses care, caution, skill and good coordination when handling machinery, climbing, stretching, bending, stooping, standing, etc. in uncomfortable positions for an extended period of time; uses safety procedures; lifts ropes and lines and participates in rescue operations which require strength and endurance. May cause voice and muscle strain. Lifts and carries items weighing up to 50 pounds, but on occasion, may be required to lift and carry items in excess of 50 pounds. Working Conditions: Work is performed a considerable portion of time out-of-doors in all types of weather, river conditions, and is subject to injury from the use of a variety of tools as well as wet working surfaces. There is danger of falling overboard while working aboard craft and lock walls. Also subject to danger of falling when working from ladders and scaffolds as well as exposure to dirt, dust, bad smelling fumes, broken bones, scrapes, burns, infections, cuts, bruises, and electrical shock. Work using front-end loader is performed in all types of weather, often in open driver's seat or platform. Exposure to injury due to the possibility of the equipment overturning and is subject to noise, vibration, dust, dirt and fumes from the motor and exhaust.How You Will Be Evaluated
