The Department of Ecology is hiring an Padilla Bay Office Assistant (Administrative Assistant 2) within the Shorelands & Environmental Assistance Program.
This is a temporary position that is funded until June 30, 2027. Continuation of the position beyond this date is determined on an annual basis and contingent upon funding and satisfactory performance of job duties.

Schedule:
- This position is NOT eligible for telework, and must be able to be on-site Monday through Friday.

Position Duties
You will also play a critical role in maintaining smooth administrative workflows—supporting approximately 15 technical and professional staff, coordinating with Ecology’s fiscal and administrative teams, and ensuring organized, compliant, and efficient office systems. Through these activities, you contribute to the successful delivery of Reserve programs, facilitate seamless visitor experiences, and help uphold Ecology’s mission and values at a highly visible public-serving site.
• Manage Padilla Bay’s front office operations, assisting with providing administrative support for the reserve staff by coordinating daily workflows, communications, and clerical needs that keep the Reserve functioning smoothly.
• Provide professional, visitor-facing customer service, greeting and assisting the public, responding to inquiries, and ensuring that guests, clients, volunteers, and partner organizations receive accurate information and a positive experience.
• Coordinate scheduling and reservations for Padilla Bay’s conference rooms, meeting spaces, and Stevens Center facilities—including communication with users, tracking usage, arranging services, and producing reports that document utilization.
• Oversee reservations, communications, logistics, and invoicing for the Padilla Bay Guesthouse, coordinating housekeeping needs and ensuring timely responses to facility users.
• Support Padilla Bay’s purchasing operations by assisting with procurement coordination, tracking invoices, monitoring supply inventories, and following established fiscal procedures.
• Manage internal and external communications, including triaging calls and emails, processing mail, greeting visitors, and ensuring timely and accurate dissemination of information to staff and external partners.
• Maintain office filing systems and records—both digital and paper—ensuring compliance with agency retention requirements and supporting the program’s ability to respond to public records requests.
• Develop and refine administrative tools such as forms, policy documents, correspondence, and templates, applying strong writing, editing, and document-production skills to support staff and external communications.
• Maintain and update Padilla Bay’s website content, ensuring accuracy, usability, timely updates, and alignment with agency policies, branding, and accessibility standards.
• Coordinate meeting logistics for staff and the Director, using Outlook and other tools to schedule meetings, identify availability, and provide administrative support for onsite and offsite engagements.
• Provide periodic support in the interpretive center and gift shop, welcoming guests, answering questions, and assisting with public education and outreach functions.
• Serve as an administrative liaison between the Reserve and Ecology headquarters/regional offices, maintaining knowledge of administrative and fiscal procedures, coordinating communications, and ensuring consistent adherence to agency standards.

Required Qualifications:
Three years of experience and/or education related to the duties of this position, which includes the following:
- Administrative Operations & Records Management:
Experience independently organizing administrative workflows, maintaining filing systems (electronic and paper), managing mail, and ensuring compliance with agency records-retention requirements. - Facility Scheduling & Logistics Coordination:
Ability to manage advanced calendaring and reservation systems for meeting rooms and lodging facilities; coordinate service needs such as housekeeping, supplies, and equipment; and track usage for reporting purposes. - Public-Facing Customer Service:
Skill in communicating professionally with diverse public visitors, clients, students, and partner organizations; resolving issues in real time while representing the agency in a courteous and knowledgeable manner. - Document & Communication Production:
Ability to prepare clear written material including forms, directives, correspondence, and reports; proficiency with word processing tools and digital communication platforms to support program and staff needs. - Purchasing & Invoice Tracking:
Experience supporting purchasing activities—coordinating orders, tracking invoices, maintaining inventories, and following agency fiscal procedures. - Digital Content Maintenance:
Ability to update and maintain website information in alignment with established agency standards and policies, ensuring accuracy, clarity, and usability for external audiences.
Education: involving a major study in business administration, public administration or closely allied field.
Examples of how to qualify:
- 3 years of experience.
- 2 years of experience AND 30-59 semester or 45-89 quarter college credits.
- 1 year of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
