Why does the job exist?
The Policy and Special Projects Manager, Business Operations will:
- Serve as lead legislative analyst during legislative sessions and is responsible for special projects as assigned to include grant writing, implementation and oversight;
- Manage special projects year-round and is often tied to but not limited to:
- Legislative activities;
- Policy related activities;
- Obtaining federal funding;
- Assisting the division with grant requirements;
- Working with staff on external stakeholder requests etc.
- Supervise minimum of one (1) to three (3) staff.
How does it get done?
The Policy and Special Projects Manager, Business Operations is responsible for:
- Leading legislative analysis, bill tracking and analysis during legislative sessions and post-session implementation of new legislation;
- Special projects as assigned, including:
- Researching;
- Analyzing;
- Reporting;
- Grant writing;
- Implementation and oversight;
- Performance measures and quality assurance reporting.
- Focusing on legislative duties during Legislative Session secondary focus on special projects;
- Performing special projects when not in Legislative Session.

- Behavioral Health Services Division (BHSD) Staff;
- Legislative staff;
- Citizens of New Mexico.
Ideal Candidate
The Ideal Candidate has:
- Excellent research and writing skills;
- Familiarity with the New Mexico Behavioral Health system;
- Familiarity with legislative process;
- Grant writing and management experience;
- Experience collaborating and communicating with internal and external entities;
- Experience conducting research to obtain information and resolve issues;
- Excellent communication skills;
- Excellent document review and editing skills;
- Understanding of competing deadlines, strong multitasking skills, ability to prioritize and resolve complex issues timely;
- Understanding of Federal and State regulation;
- Experience working with a variety of stakeholders.
Minimum Qualification
Employment Requirements
Must obtain a Defensive Driving certification.
