About this role
About the Department
- Conduct complex procurement activities in accordance with the SC Consolidated Procurement Code, SC Regulations, and other governing laws and rules.
- Review shopping carts for accuracy and determining appropriate procurement method.
- Develop, review and issue quotes and purchase orders for the acquisition of good and services within the guidelines of the code.
- Conduct solicitations and contract management (including the use of existing Agency and SC State Term Contracts) duties as needed and assigned within the guidelines of the code.
- Support Agency staff with all phases of the procurement and solicitation process.
- Provide on-going contract administration with contractors and internal customers (agency staff) to ensure full compliance with contractual obligations.
- Responsible for the management of agency Procurement Card program.
- Assist in managing all user access with Works and Global Access.
- Assist the P-Card administrator in maintaining a spreadsheet of liaisons, card holders, special users and limits.
- Review Contract performance while coordinating with users for regular review of vendor performance and reporting as well as manages contract mediation if needed for contract performance issues.
- Complete training courses related to job description/requirements.
- Create and maintain Standard Operating Procedures (SOP/Desk Manual) for procurement staff and end users.
Position Duties
A bachelor's degree and experience in procurement and contracts. Must have working knowledge of the SC Consolidated Procurement Code rules, regulations and provisions.
Minimum Qualifications
Bachelor's degree and three (3) years of experience procuring goods and services and managing the contract process; experience with the SCEIS system; certification as a CPPB or CPPO preferred. Solid knowledge of the SC Consolidated Procurement Code and Regulations; ability to use good judgement and discretion; and the ability to communicate in a positive, supportive, and professional manner. Advanced skills in the SC government solicitation process, contract management, the procurement of goods and services of all types, negotiation, documentation, customer service and communication.
