Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. Bechtel will design and build Phase 1 of the Ohio One project, a total of 2.5 million square feet, including 600,000 square feet of cleanrooms. Construction will require as much steel as eight Eiffel Towers and as much concrete as the tallest skyscrapers. Bechtel will strengthen future economic development in the region by partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline

Job Summary:

The Procurement Planner is responsible for developing, maintaining, analyzing, and reporting integrated procurement, engineering-to-procurement, materials management, and logistics schedules to support engineering, fabrication, and construction execution objectives. The role interfaces with Procurement, Engineering, Contracts, Materials Management, Construction, Project Controls, Suppliers, and Client teams to ensure a logical, resource-driven path from requisition release and purchase order placement through fabrication, expediting, delivery, and receipt at site aligned to construction need dates. The Procurement Planner supports the achievement of milestone commitments by providing schedule development, progress measurement, forecasting, material availability planning, and critical path analysis throughout the procurement and materials lifecycle. #LI-SM2 

Major Responsibilities:

  • Develop and maintain detailed procurement, engineering-to-procurement, and materials delivery schedules using Primavera P6.
  • Integrate requisition, purchase order, fabrication, inspection, delivery, and site-receipt activities into the overall project schedule.
  • Develop commodity-based and equipment-based procurement plans and delivery sequences.
  • Establish logic ties between engineering deliverable release, requisition, purchase order award, fabrication, delivery, and construction need dates.
  • Support development of Level 3 and Level 4 schedules for procurement and materials management execution.
  • Perform Critical Path Method (CPM) analysis.
  • Evaluate float consumption and schedule trends.
  • Identify schedule risks and opportunities.
  • Support Time Impact Analysis (TIA) and schedule claims evaluations when required.
  • Conduct what-if scenario analyses to optimize procurement and delivery sequences.
  • Prepare and distribute:

      • Weekly procurement progress reports.
      • Material status and delivery dashboards.
      • Milestone performance reports.
      • Critical path analyses.
      • 3-week look ahead and 90 Day look-ahead schedules.
      • Executive-level schedule summaries.
      • Recovery and acceleration plans.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience

Required Knowledge and Skills:

  • Primavera P6 scheduling expertise.
  • Strong understanding of procurement process and tools
  • Strong understanding of DSCS and Map tools
  • Materials management and expediting
  • Logistics and freight forwarding
  • Supplier/vendor document and delivery management
  • Engineering-to-procurement and fabrication interfaces
  • Strong understanding of CPM scheduling methodology.
  • Power BI dashboard development.
  • Earned Value Management concepts.
  • Advanced Excel skills.
