Performing moderately complex (journey-level) program management specialist work, this role is crucial for ensuring integrity, compliance, and effective delivery of services within the Texas Workforce Commission’s (TWC) Vocational Rehabilitation (VR) program. The specialist assists with investigations, troubleshooting customer complaints, and offers guidance to maintain program standards while working under moderate supervision, with limited latitude for the use of initiative and independent judgment.%3Cbr%3E%3Cbr%3EWho You Are%3Cbr%3EYou are a detail-oriented professional who thrives in compliance, oversight, and program management. You are comfortable conducting investigations, troubleshooting customer issues, and providing consultative support to maintain program integrity. As a champion of professional standards, you apply a critical eye to system audits and financial oversight to ensure that service delivery aligns strictly with agency regulations and state laws.%3Cbr%3E%3Cbr%3EYour Core Capabilities:%3Cbr%3E-Program %26amp; Case Support: Provide support and guidance to Customer Liaison Officers (CLOs) to resolve and de-escalate VR cases. Support the Director of Program Integrity with identifying training needs and preparing training materials for the CLOs. Assist the CLOs with preparing for IHO hearings and coordinate with the Director to assist with witness preparation.%3Cbr%3E-Investigative Oversight %26amp; Support: Assist with investigations into alleged violations of laws, rules, regulations, and professional misconduct by VR staff. Assist with conducting interviews with witnesses and following up on complainants to evaluate and summarize investigative findings. Assist with the review of the Vocational Rehabilitation Services Manual (VRSM) and the VR Standards for Providers (VR-SFP) for the application of standards and delivery of services.%3Cbr%3E-System Audits %26amp; Quality Control: Assist with the review of documentation and case notes entered into Rehab Works to ensure that the information meets the standards in the VRSM and the VR-SFP. Assist with investigations into compliance with the VRSM, the VR-SFP, and statutory standards and regulations.%3Cbr%3E-Financial Oversight %26amp; Risk Management: Provide support to the Director to proactively review VR Operations and identify and mitigate fraud, waste, and abuse of agency resources and customer funds.%3Cbr%3E%3Cbr%3EExperience and Education%3Cbr%3E-Required Experience: Four (4) years of experience in program management in relevant areas of assignment.%3Cbr%3E-Educational Substitution: Relevant academic credits may be applied toward experience qualifications for this position.
