PRINCIPAL RESPONSIBILITIES:

• Develop, implement, and continuously improve UCOR Safety programs for both office and fieldwork environments, encompassing contractor and subcontractor activities. This includes ensuring design adheres to applicable ES&H laws and regulations.
• Clearly define and communicate safety-related roles, responsibilities, and authorities to project team members/partners and the Customer to ensure project completion in a safe manner, within budget, on schedule, and in conformance with the appropriate standards, specifications, and applicable regulatory requirements. 
• Ensures compliance with all applicable laws, regulations, and DOE directives related to ES&H, including reviewing, analyzing, and interpreting state and federal environmental laws and communicating findings to management and staff.
• Ensures hazard controls (engineered controls, administrative measures, and personal protective equipment) are tailored to the specific work being performed and associated hazards.
• Assists in the training of project personnel in safety positions through both formal training courses and on-the-job training, specifically focusing on ES&H matters.
• Conducts periodic project and Customer meetings to promote and facilitate communication regarding safety performance, review progress/performance against safety goals, discuss safety issues, and facilitate problem resolution. Maintains effective communications between the project team, the Customer, and off-project operations, Functional Management, and Senior Management on all safety-related topics.
• Emphasizes that the safety program requires everyone's involvement and that employees should feel comfortable discussing concerns, making suggestions, and reporting incidents without fear of retaliation.
• Monitors and assesses safety performance and ensures timely completion of corrective actions.
• Implements processes for gathering feedback on the adequacy of safety controls, identifying opportunities for improvement, and conducting line and independent oversight of safety programs.
• Manages and ensures that safety functions and activities are an integral part of the contractor's work planning and execution processes.
• Identifies potential safety risks and develops strategies to mitigate them.

JOB KNOWLEDGE:

• In-depth knowledge of UCOR organization, policies, procedures, and programs, with a particular focus on Quality Assurance and Environment, Safety, and Health. Thorough understanding of DOE orders, guides, and directives pertaining to ES&H.
• Knowledge of front-end activities including, Best Practices/Lessons Learned, Constructability, Risk Analysis/Contingency Evaluation (specifically safety hazards), and Estimate/Proposal Review Process, with a focus on safety integration.
• Knowledge of industry best practices, technology, and engineering in the context of safety, project controls, and construction work processes, including knowledge of customers, culture, and business practices within the DOE complex.
• Knowledge and experience in EVMS and baseline development and implementation including, scope definition, roles and responsibilities, estimates and resource-loaded schedules, progress, and performance curves and metrics, with the ability to track and report on safety-specific performance indicators and action items.
• Knowledge and experience in contracts/subcontracts formulation, risk analysis (including safety risks), negotiations, and implementation, including change control and documentation management, and understanding the hierarchy of requirements documents in case of conflict (RFP, Proposal, Contract, etc.), with an emphasis on contractual safety obligations.
• General knowledge of project insurance issues/options related to safety.
• Knowledge of cross-functional work processes and interface knowledge, especially Project Controls, and the ability to manage the relationships/interfaces with management and functional groups to ensure seamless integration of safety programs.
• Oral, written, and graphic communication and presentation skills, with a particular aptitude for conveying complex safety information clearly and effectively.
• Ability to conduct effective safety meetings.
• Proficiency in continuous improvement methodologies related to safety performance.

Education: Education: Bachelor’s degree in Engineering, Construction Management, Project Management, Facility Management or other relevant discipline or demonstrated equivalent combination of education, training, and experience. CAPM or PMP Certification is strongly desired
