About this role
Employee Technology, Strategy & Operations (ETSO) owns the strategy, commercial management, and operational running of the hardware, software, and telecom that Meta's full-time and contingent workforce uses worldwide, with a charter to deliver one consistent employee technology journey at predictable cost.
As an experienced program manager, you will support Meta's global enterprise software and AI portfolio, nurture relationships with strategic software vendors and ensure spend is measured and controlled.
This is a techno-commercial role where your impact stems from a combination of technical domain depth in SaaS and AI-native tools - demand drivers, usage observability, and feature comparisons - and commercial and program strategy - licensing structure, contract terms, internal controls, usage policy and supporting optimization workflows.
You will work with a cross section of roles and teams across Meta including Product, Engineering, Design, Sourcing, Finance and Legal to ensure the right tools are available and you will partner with these teams to build usage observability, measurement and controls to drive the most competitive TCO. Managing the evolving consumption driven licensing models by SaaS providers with embedded AI capabilities will be a key domain for this role. You will hold end-to-end commercial accountability including setting unit economics, building usage and financial forecasts and measuring the enterprise value software portfolio delivers.
Technically grounded in the domain, you will collaborate with engineering to lead programs such as automated provisioning, AI enabled support, build-versus-buy decisions, persona based license allocations that improve user experience while controlling spend and benchmark Meta's position against industry standards.
Responsibilities
- Manage Meta's third-party SaaS and AI ecosystem, overseeing a portfolio spanning 300 applications
- Establish internal strategy and build systems to manage consumption-unit models for metered AI SKUs, implement spend controls and burn-down monitoring where relevant to manage variable consumption
- Build and execute engineering solutions working with Engineering and Product teams to integrate software store strategies, define measurement requirements, automate license provisioning etc. to improve user experience and keep TCO under control
- Collaborates with business units to forecast licensing demand, suggest alternate technical solutions and options, define persona-based entitlement models, and build systems to enforce reclamation thresholds
- Provide the decision support for tool convergence strategy, running feature-overlap assessments, persona, and utilization analysis across the portfolio and converting findings into a prioritized consolidation agenda
- Serves as the accountable owner for cost efficiency, driving programs that measure cost per unit of business value and sustain historical cost avoidance
- Manage the vendor relationship layer for strategic software and AI vendors, including escalation management, strategic business reviews, performance and commitment tracking, and influencing vendor product roadmaps toward Meta's requirements
Minimum Qualifications
- Bachelor's degree in a related field or equivalent practical experience
- Domain expertise in enterprise software licensing, and technical depth in software asset management solutions, including 8+ years owning large-scale third-party software portfolio
- Experience defining functional requirements, reviewing engineering solutions and influencing Eng and Product roadmap across software lifecycle
- Experience influencing application rationalization strategy at scale, using feature-overlap, persona, and utilization analysis to retire or consolidate overlapping capability
- Demonstrated end-to-end ownership of a software licensing and cost-efficiency program at scale, including the strategy, the negotiation, and the savings/avoidance realization
- Proven track record negotiating and structuring complex enterprise software agreements, including multi-year and enterprise-wide deals, and renewals with tight timelines and complex leverage dynamics
- Demonstrated commercial and contractual fluency with third-party AI agreements, including consumption-based pricing, AI addenda, data-use and model-training restrictions, and change-control rights
- Ability to operate independently by setting direction, influencing without authority, and driving outcomes across leadership and executive stakeholders in Engineering, Finance, Procurement, Legal, Security, and other business units
Preferred Qualifications
- Practitioner-level knowledge of the enterprise SaaS and 3P AI vendor landscape, ideally in a shared-function or center-of-excellence model
- Experience standing up consumption showback or chargeback across business units, including allocation methodology for pooled entitlement
- Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
- Familiarity with software asset management tooling and with vendor admin consoles as the metering source of truth
- Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
- Hands-on familiarity with vendor-metered AI pricing constructs
- Extensive experience and depth in software or AI commercial management
- Experience automating the license lifecycle provisioning, deprovisioning, reclamation, renewal workflow including agentic or AI-assisted workflow redesign with measurable reduction in manual touch
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
Compensation
- $189,000/year - $258,000/year; Country: US; Bonus eligible; Equity eligible
