Program Manager (US DOE Grant)

JOB SUMMARY

This position is located in the Department of Buildings (DOB) within the Office of Construction and Building Standards (OCBS). The mission of DOB is to protect the safety of residents, businesses, and visitors and advance the development of the built environment through permitting, inspections, and code enforcement.
The incumbent is responsible for managing the execution of the programs related to DOB’s energy grant through the U.S Department of Energy (DOE) supported by a $5 million, seven (7) year grant for energy efficiency and net-zero building codes. The incumbent will manage a team that will develop and implement plan review and inspections protocols. The incumbent will also evaluate the effectiveness of energy building codes for improving energy efficiency, reducing costs, and creating healthy buildings.

DUTIES AND RESPONSIBILITIES

Analyzes program data and performance measures of the current Energy Conservation Code versus previous Energy Conservation Codes. Tracks industry trends, local and regional program area issues and District policy to ensure integration of program initiatives. Serves as a liaison between the agency and/or divisions, community agencies, citizen groups, developers, property managers, committees and commissions, and local agencies, and task forces concerning agency program needs, new programs, policies, and procedures and to facilitate progress the D.C. 2027 Energy Conservation Codes and subsequent code cycles.

Plans and directs team operations, sets priorities, prepares work schedules, assigns tasks based on workload and staff capabilities, and adjusts plans to meet emerging needs while maintaining progress on major program priorities. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major program priorities. Sets performance measures for program area.

QUALIFICATIONS AND EDUCATION

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Duration of Appointment: Management Supervisory Service (MSS), "At-Will". Positions in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit:  This position is not covered under a collective bargaining unit.

Position Designation:  The position has been deemed security sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
