The Programmer Analyst 1 provides essential technical support for organizational server environments, including system monitoring, maintenance, and updates. This role plays a critical part in ensuring reliable data exchange by supporting file transfer applications. Additionally, the PA 1 oversees the full lifecycle management of the organization’s security certificates and domain names—handling tracking, procurement, and installation to maintain secure, uninterrupted operations. Key responsibilities include:

  • Server Support & System Monitoring

    • Perform routine monitoring and maintenance of organizational servers to maximize operational efficiency and minimize downtime.

    • Manage server updates and patches to maintain system integrity and security.

    • Analyze, evaluate, and monitor performance metrics; recommend and implement continuous system improvements.

    • Maintain regular server backups and execute file restorations as required.

  • File Transfer Support

    • Support and maintain file transfer applications, ensuring reliable data exchange between internal departments, partner agencies, and third-party vendors.

    • Monitor and troubleshoot file transfer processes, including SFTP and associated infrastructure.

    • Serve as the primary technical point of contact for issues related to file transfer software and network connectivity.

  • Security Certificate & Domain Management

    • Manage the full lifecycle of organizational security certificates (e.g., SSL/TLS) and domain names.

    • Track expiration dates, process procurement requests, and execute proper installation and configuration.

    • Coordinate with internal teams and external vendors to complete timely validations and prevent service disruptions.

  • General IT Support & Administration

    • Deliver general technical support and troubleshooting for internal applications and hardware.

    • Develop and maintain clear technical documentation for processes, procedures, and system configurations.

    • Participate in team and project meetings to align technical initiatives with broader organizational goals.

    • Assist with other related IT tasks and projects as assigned.

Minimum Qualifications

Training: Bachelor's degree from an accredited college or university in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering.
OR
An Associate's degree from an accredited college, university or business school in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering and eighteen months of full-time or equivalent part-time paid computer programming experience in one or more programming or data base languages.

Substitution: Three years of full-time or equivalent part-time paid computer programming experience in one or more programming or data base languages may substitute for the required training.

Other Information

PG:  17     $45,657 - $80,045

Market Rate: $71,144

PSC salary exemption per West Virginia Code §24-1-1
