We are seeking a highly skilled Programmer Analyst 4 to join the FACTS team to lead the maintenance and support of business information systems within our Mainframe Enterprise environment. This role will oversee critical systems and spearhead the strategic migration of these programs and systems from the Enterprise environment to a new platform. Key Responsibilities include:

  • Team Leadership: Direct teams in the analysis, design, development, installation, and support of business information systems to ensure customer needs and agency goals are met.
  • Supervision: Perform supervisory duties, including conducting performance appraisals, training staff, assigning and reviewing tasks, and recommending personnel actions.
  • System Development: Design, develop, modify, test, implement, and maintain complex computer programs and systems in Mainframe Enterprise, Online, and Web environments.
  • Database Management: Analyze application databases and troubleshoot/resolve complex technical issues.
  • Collaboration: Communicate with Federal/State agencies, auditors, 3rd party vendors, and customers to analyze requests/needs to create, enhance, and maintain complex systems.
  • Reporting & Documentation: Develop contracts, projects, processes, customer documents, and reports as requested by management.
  • Professional Development: Attend and conduct meetings, trainings, conferences, seminars, and webinars as needed.

Minimum Qualifications

Training: Bachelor's degree from an accredited college or university in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering.
OR
An Associate degree from an accredited college, university or business school in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering and eighteen months of full-time or equivalent part-time paid computer programming experience in one or more programming or data base languages.

Substitution: Three years of full-time or equivalent part-time paid computer programming experience in one or more programming or data base languages may substitute for the required training.
 
Experience: Seven years of full-time or equivalent part-time paid experience in programming, system design and analysis work with multiple programming or data base languages.

Other Information

PG:  21     $54,842 - $97,037

Market Rate: $86,116


Masters Degree in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering would be equivalent to 2 years of the required experience.

PSC salary exemption per West Virginia Code §24-1-1
