DESCRIPTION OF WORK
This position oversees detailed engineering work and manages reclamation projects that support environmental safety and land restoration across the Commonwealth. As a Project Manager, you will perform the following duties:
- Project Coordination: Guide planning, design, and construction steps for large reclamation projects
- Engineering Review: Evaluate plans, specifications, cost estimates, and technical documents for quality and compliance
- Site Evaluation: Visit project locations to identify design needs, special conditions, and required data
- Stakeholder Interaction: Communicate with landowners and partner agencies to support project requirements
- Permit Preparation: Prepare necessary permit applications and ensure adherence to regulatory requirements
- Design Development: Use drafting tools or coordinate with drafting staff to create drawings, profiles, and earthwork calculations

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
- Two years as an Environmental Engineering Specialist; or
- Four years of professional experience in environmental engineering, and possession of a valid Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
- Three years of professional experience in environmental engineering, and possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
- Three years of professional experience in environmental engineering, and a bachelor’s degree in environmental engineering or in any engineering field that includes or is supplemented by 9 credits in environmental engineering.
- Graduate study in environmental engineering or in a closely related field may be substituted for the required experience on a year-for-year basis.
Condition of Employment:
- This position requires possession of a valid driver’s license.
Other Requirements:
- PA residency requirement is currently waived for this title.
- You must be able to perform essential job functions.
This position is subject to the provisions of a collective bargaining agreement or memorandum of understanding. If no applicable union-covered bidders apply, other applicants may be considered.

- Environmental Engineering Specialist
- Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
- The promotion without examination requirements are issued in accordance with merit system employment regulations.
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
- Applicants must have a minimum of one year in the next lower class by the posting closing date with no break in service.
