The Right of Way Bureau is responsible for ensuring strategic oversight of all right of way activities, providing fair property valuations, and conducting effective negotiations with property owners impacted by highway improvement projects. We support the New Mexico Department of Transportation (NMDOT) to assist Department right of way personnel and other governmental agencies when utilizing federal-aid funds in complying with both state and federal laws, regulations, and directives.

As a valued new employee to NMDOT, you may be eligible to received three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.

Why does the job exist?

 
The function of the position is to secure the right of way needed from Federal and State Agencies such as Bureau of Land Management (BLM), Forest Service, United States Postal Service (USPS), and State Land Office (SLO) needed for road construction projects. Provide guidance and oversight to local and tribal entities on obtaining government to government lands acquisition for local projects. This position significantly contributes to the final Right of way Certification for road construction projects for the upcoming evaluation period.

How does it get done?

 
The primary responsibilities of this position will include:

*  Tracks all projects involving right of way on state or federal lands statewide and communicate with state and federal agencies to obtain the necessary right of way for road construction projects.
*  Prepares and submits permit application packages to State or Federal agencies as needed to acquire additional right of way and meet project deadlines.
*  Attends project design Inspections and status meetings on projects as assigned by supervisor.
*  Develops and utilizes knowledge of applicable State and/or Federal laws and of NMDOT Right of Way Handbooks.
*  Coordinates with applicable governmental entities, Federal Highway Administration, and NMDOT's functional units.
*  Establishes and maintains good working relations with key personnel in various governmental agencies, NMDOT's personnel, and Federal Highway Administration.
*  Provides guidance for contractors regarding material pit usage for awarded projects.
*  Updates material pits availability and coordinates material pit usage with Bureau of Land Management (BLM) and Federal Highway Administration (FHWA).

Who are the customers?

 
Internal customers include NMDOT, District staff, legal, and other NMDOT's functional groups. External customers include FHWA, BLM, Forest Service, United State Postal Service (USPS), State Land Office (SLO), contractors, and construction companies.

Ideal Candidate

 
The ideal candidate will have preferred education and/or experience in the following areas:

*  Understand right of way procedures and policy requirements, as well as related federal and state rules and regulations.
*  Be self-motivated and able to manage a diverse workload, which may include working on several different requests and projects.

Minimum Qualification

 
Associate's Degree in Business Administration or Finance and two (2) years of experience in real estate, appraisals, real estate appraisals, accounting, auditing, finance, and/or collections. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

 
Work is performed both in an office and outdoor environment. Travel is required.
