Classified-Exempt Position
Land & Streams/Charleston HQ The employee works independently with minimal general direction and supports the administration of the DNR Land Acquisition and Title Management Program. The role includes coordinating and supervising specific phases of land-related projects and ensuring all activities comply with applicable laws, policies, and standards.
Essential Duties and Responsibilities
Land Acquisition & Title Management
Conduct comprehensive site investigations to evaluate the feasibility of proposed land acquisitions and land use for DNR projects.
Perform detailed research and economic analysis to determine the value of real estate under consideration.
Review county courthouse real estate records to verify land title ownership, easements, encumbrances, and associated property rights.
Compile, update, and maintain DNR land-use data, records, and status reports.
Manage real estate titles for existing and newly acquired DNR properties.
Property Rights Negotiation & Acquisition Coordination
Directly negotiate property-rights acquisitions with landowners.
Coordinate all phases of the acquisition process, including:
Appraisals
Abstracting
Surveying
Preparation of purchase-funds invoicing packages
Processing and closing of transactions
Prepare and review licenses, leases, and rights-of-way agreements across and under DNR-managed lands.
Project Coordination & Compliance
Oversee specific phases of land-related projects within the program.
Ensure all project activities comply with relevant laws, regulations, and departmental policies.
Maintain organized documentation and provide accurate reporting for internal and external review.
Performs related duties as required. Regular attendance is required.
Minimum Qualifications
Training: Bachelor's Degree from a regionally accredited college or university.
Experience: Three (3) years of full-time or equivalent part-time paid experience related to real estate, lease, facility or contract management, real property appraising, real property acquisition, right-of-way work, or other related field.

PG: 14 $39,461 - $68,582
Market Rate: $61,044
