This position is in the Colorado Department of Public Health and Environment, Air Pollution Control Division, has been recommended for reallocation to Program Assistant II (H4R2XX).
This announcement represents the selection process for an occupied, reclassified state position. This position is open only to classified permanent employees of Air Pollution Control Division within the Colorado Department of Public Health and Environment. The Work Unit:
The Air Pollution Control Division (APCD) is charged with safeguarding the public’s health by preventing harmful exposures to air pollution, reducing greenhouse gas emissions that contribute to climate change, and promoting environmental justice in disproportionately impacted communities. The Air Quality Policy (AQP) unit within APCD oversees the division’s legislative coordination; facilitates analysis of, and response to, major policy issues; represents the division’s interest with inter-governmental and intra-governmental groups and agencies, including state legislators; and maintains oversight of the division’s legislative and regulatory policy implementation. This specialized work unit reports to the Senior Director of State Air Quality Programs at CDPHE.What You Will Do:
This position provides administrative, project management, and program support for the AQP on a full time basis, focusing on legislative priorities and supporting communications, outreach, and environmental justice priorities outside of the legislative session as directed by the supervisor. This position balances competing projects and priorities. The position's time and focus pivots throughout the year to prioritize different priority workloads as clarified by the supervisor. During the legislative session each year (January - May), 100% of the position’s time and focus is dedicated to supporting the AQP. Outside of the legislative session each year (June - December), up to 10% of the position’s time and focus may be dedicated to supporting other work on communications, outreach, and environmental justice, and 5% on additional duties or projects as assigned by the AQP supervisor.Key Responsibilities:
Advancing APCD legislative, strategic, and policy initiatives.
Supports APCD’s Air Quality Policy (AQP) unit with initiative tracking, legislation/bill tracking/review/coordination, policy/legislative reviews, tracking progress and deadlines, legislative strategy, and policy research.
Develops written communications, including drafting, editing, and proofreading APCD responses to elected officials, including coordinating with APCD and CDPHE subject matter experts to ensure timely, accurate responses.
Performs legislative bill conversion, tracks, manages and maintains legislative inquiries, and template creation for legislative responses.
Supports drafting/reviewing responses to legislative inquiries.
Supports fiscal note development, review, and tracking in coordination with supervisor and APCD leadership.
Coordinates communications with CDPHE’s legislative team, as appropriate, in coordination with supervisor and APCD leadership.
Outside of the legislative session, as time permits or as appropriate, this position may assist in supporting other APCD programs such as the
Community, Partnership, and Policy Program (CPP) within APCD to assist in limited projects related to outreach, environmental justice, and communications priorities and other special projects as assigned by the AQP supervisor.
Program coordination, project management, tracking and administrative support for Air Quality Policy Unit
Supports internal/external meetings/coordination including but not limited to: legislative, communications environmental justice, and partnerships.
Supports AQP budget and fiscal processes, including annual operating budgets.
Develops, submits, and tracks forms such as official function forms, purchase request forms, and invoices/purchase order tracking (e.g., translation services, child care stipends, participation incentives).
Coordinates with HR on policy and hiring actions, as directed by the supervisor or AQP leadership.
Process Optimization & Coordination of Public Engagement, Environmental Justice, and Strategic Communications.
Helps develop, implement, and optimize the Air Pollution Control Division’s (APCD) environmental justice (EJ), public engagement, strategic communications, and public outreach efforts. This position serves a dual, specialized role: primarily supporting the Air Quality Policy (AQP) unit during the legislative session, and expanding support to other division programs outside of the legislative session. Rather than executing pre-structured clerical tasks, this role modernizes and standardizes the division's administrative work processes to ensure long-term efficiency, regulatory compliance, and strong public trust. Minimum Qualifications:
NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.Experience Only:
Five (5) years of experience in Public Policy, Public Administration, Public Health, Political Science, Operations or Project Management, Business, Environmental Science or Studies or Natural Resources.
Or
Education and Experience:
A combination of related education and/or relevant experience in Public Policy, Public Administration, Public Health, Political Science, Operations or Project Management, Business, Environmental Science or Studies or Natural Resources equal to five (5) years
CONDITIONS OF EMPLOYMENT:

TRAVEL: 1-2 days per month, supporting legislative hearings, meetings, public meetings and outreach, and division sponsored events.
