Job Description and Duties
The Department of Child Support Services is looking for a dynamic, people centered leader to stand up and oversee the new Business Excellence Section. The Section Manager is responsible for the management of the Business Process Improvement, Experience Design, and Strategic Planning efforts of the department at the enterprise level. The incumbent is responsible for increasing processing efficiencies, improving the collective experience of program participants, and ensuring initiatives undertaken are aligned with the department's Strategic Goals. The incumbent will achieve these objectives by working through two subordinate managers and a group of business analysts and in collaboration with other business areas. The incumbent directs unit operations, guides process improvement and customer-experience initiatives, and conducts analyses to strengthen program performance and service delivery.

Working Conditions
DCSS is a diverse, family-friendly organization. The headquarters office is located in Rancho Cordova convenient to Highway 50, with free parking, close to restaurants and shopping. The facility consists of standard office workspace, within a 2-story building, and may require sitting for long periods of time while using a personal computer, reviewing documents, and attending meetings. The position requires occasional travel to off-site meeting locations, conferences, or training. The work environment is fast paced and requires the incumbent to be flexible, use good time management practices, and effectively identify priorities to complete assignments timely.
This position may be eligible for a hybrid work schedule. The amount of telework is at the discretion of the department and is subject to change as business needs arise. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment.

Desirable Qualifications
- Strong leadership skills with experience supervising and developing staff, fostering high performance, and building collaborative team cultures.
- Ability to manage multiple units or workstreams, particularly in process improvement, experience design, or operational effectiveness.
- Expertise in business process mapping, workflow analysis, and identifying operational gaps and improvement opportunities.
- Skill in applying human centered design, customer experience research, and participant persona development to service improvement initiatives.
- Strong strategic planning experience, including developing goals, coordinating planning calendars, tracking progress, and preparing leadership level reports.
- Ability to establish clear metrics, performance indicators, and evaluation criteria for operational and experience focused projects.
- Exceptional communication skills, including facilitation of discussions, producing clear visuals and messaging, and translating complex findings for executives and stakeholders.
- Experience collaborating across program, operational, and stakeholder groups to validate findings, align priorities, and recommend actionable improvements.
- Proven ability to manage fast paced workloads, meet deadlines, balance competing priorities, and work independently with sound judgment.
- Comfortable working in hybrid (office centered and remote centered) environments and adapting to changing organizational needs.
