The New Mexico Interstate Stream Commission (NMISC) has broad powers to investigate, protect, conserve, and develop New Mexico¿s waters including both interstate and intrastate stream systems. The eight unsalaried members of the Commission are appointed by the Governor. The ninth member is the State Engineer who under state law is the secretary of the Commission. The NMISC Director serves as the deputy state engineer.

This position serves as the executive assistant to the NMISC Director in Santa Fe, NM.

Why does the job exist?

 
The primary purpose of this position is to support the NMISC Director and Deputy Director with administrative tasks and coordinating agency-wide efforts. This position provides reporting activities to the Director on all matters pertaining to business and life-cycle acquisition processes. It performs system analysis and develops tasks to improve workflow and operating efficiency. The position also supports the Commission and NMISC staff by providing advanced research and serving as team leader for special projects and initiatives that arise.

As the executive assistant to the Director, this position will support high-level decision-making related to complex water management initiatives. The position serves as a primary support for Commission activities including meeting logistics in compliance with the New Mexico Open Meetings Act as well as ongoing record keeping. This position supports a number of work areas across the NMISC, and the Office of the State Engineer related to strategic planning and public engagement.

How does it get done?

 
The job duties for this position are as follows:

1. Assist the NMISC Director and Deputy Director in scheduling, document management and other business-related and administrative needs.
2. Support efforts related to monthly Commission meetings, including preparation of materials and coordination of meeting logistics.
3. Develop engagement materials, including for print, presentation and online purposes, for a wide range of strategic communications and planning purposes.
4. Spearhead agency wide meetings, team building/retreats and ongoing coordination and communication within NMISC and between NMISC and the Office of the State Engineer.
5. Attend executive level meetings to assist with coordination, planning and contractor oversight for various agency needs, including special initiatives and events (e.g. Commission field trips and tours).
6. Assist in other business needs including application of workflow management tools, work with other state/federal agencies to arrange meetings, and participate in various problem-solving initiatives.
7. Proactively interacts with ISC staff members and its customers to directly influence and impact results of the programs and agency mission.

This position serves the state of New Mexico, stakeholders, the NM Interstate Stream Commission and Director, the State Engineer and other OSE/ISC staff members.

Ideal Candidate

 
The ideal candidate should have:

1. Experience providing high-level administrative support, including scheduling, document management, and coordination for executive leadership.
2. Background in preparing materials and managing logistics for board or commission meetings.
3. Ability to develop professional engagement materials for print, presentations, and online communication.
4. Experience organizing and facilitating agency-wide meetings, team-building activities, retreats, and cross-department coordination efforts.
5. Participate in executive-level meetings and assisting with planning, logistics, and contractor oversight for special initiatives or events.
5. Familiarity with workflow management tools and experience coordinating with state and federal agencies.
6. Strong interpersonal skills and experience working directly with staff and external stakeholders to support organizational goals and mission outcomes.
7. Possess a Go-getter attitude that is highly motivated and resourceful, with strong multitasking and independent problem-solving skills. Driven to independently navigate competing responsibilities with confidence.

Minimum Qualification

 
Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

 
Work is performed in an office setting with extensive computer and telephone usage to include working with faxes, copiers and printers. Extensive interaction with the director, deputy and agency staff by phone, e-mail and in person. There are extended periods of sitting.  Work is stressful at times to meet deadlines. May also lift up to 20 pounds. Occasional travel may be required. This position must also follow all safety protocols in the office.
