Senior Civil Engineer Supervisor (Transportation)

DESCRIPTION OF WORK

This position supports the design, evaluation, and construction of pavement projects that contribute to safe and reliable district roadways.  Your work will focus on applying sound pavement engineering practices throughout project development and maintenance operations.  As a Senior Civil Engineer Supervisor, you will perform the following duties:

• Pavement Design: Prepare and review concrete and asphalt pavement designs using department publications and engineering software
• Field Evaluation: Conduct pavement coring, coordinate traffic control, and review pavement conditions to determine treatment needs
• Project Layout: Lay out full depth concrete patches and bituminous base repair areas to ensure consistency across the district
• Engineering Support: Provide guidance to construction inspectors and maintenance staff to resolve pavement related issues
• Staff Supervision: Supervise civil engineers or inspectors responsible for pavement design and inspection activities
• Project Planning: Provide engineering input for roadway prioritization and development of the District Pavement Management Plan

Work Schedule and Additional Information:

• Full-time employment
• Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
• Telework: You may have the opportunity to work from home (telework) part-time.  In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.  If you are unable to telework, you will have the option to report to the headquarters office in Hollidaysburg.  The ability to telework is subject to change at any time.  Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

• Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
• Six years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
• Two years of professional civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.

Special Requirement:

• This position requires possession of a valid driver’s license.

Other Requirements:

• PA residency requirement is currently waived for this title.
• You must be able to perform essential job functions.

This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding.

• Class Restrictions for Promotion Without Examination Only - You must have or have held regular civil service status in one of the following classifications:
  • Civil Engineer (Bridges)
  • Civil Engineer (Transportation)
  • Civil Engineer (General)
  • Civil Engineer (Structural)
  • Civil Engineer Supervisor
• Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
• The promotion without examination requirements are issued in accordance with merit system employment regulations.
• Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher. 
• Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
