About this role

Position Summary: The Senior Director of Procurement and Vendor Relations, DFAHR serves a critical role within the Office of School Finance and Human Resources structure within the New York City Public Schools (NYCPS). The Senior Director of Procurement and Vendor Relations, DFAHR supports the Executive Director of Finance and Human Resources to plan, develop and deliver accurate, prompt and efficient financial operations management functions that are driven by process, integrity and customer service. The Senior Director of Procurement and Vendor Relations, DFAHR is also responsible for the development and effective implementation of procurement related operational systems and processes that support curriculum initiatives and professional development for Field Support Centers (FSCs). In addition, will collaborate with OFDC central staff to implement structures within Superintendents’ offices in providing major oversight responsibilities for all activities related to managing purchasing related matters. Lastly, will be providing high level support to FSCs around the sound fiscal planning of schools to optimize the utilization of school funds.

 

Another key focus of this role will be to identify opportunities that increase efficiencies among existing resources to maximize their impact across the city. Additional areas of responsibility include providing feedback to leadership on procurement related policies and high priority special projects. These special projects will entail overseeing special allocations office expenditures, ensuring compliance with City and NYCPS procurement rules. Performs related work.

 

Reports to: Executive Director, Finance and Human Resources, Office of School Finance and Human Resources

 

Direct Reports: School Finance and Budget Analyst

 

Key Relationships: FSC and Superintendent Teams, Division of School Budget Planning and Operations Division of Early Childhood, Division of Contracts and Procurement (DCP), Division Enterprise Purchasing (DEP), Division of Instructional and Information Technology (DIIT), Office of the First Deputy Chancellor (OFDC) and Division of Financial Operations (DFO).

 

Responsibilities

 

  • Manages and executes the implementation of cross functional processes to develop and plan the delivery of purchasing policies and procedures for Field Support Centers (FSCs) and superintendent teams as they support schools.
  • Leads support to FSC staff as they implement strategic plans for supporting and provide technical school based teams in the area of budget to ensure increased student achievement.
  • Creates and facilitates professional development to the Field Support Centers and Superintendents’ office staff in the area of procurement.
  • Oversees procurement activities regarding purchasing transactions and works with FSC, DEP and DCP staff to resolve issues.
  • Monitors and implements school purchasing policies and procedures across all FSC teams.
  • Provides daily management of purchasing related and associated expenditures by generating reports and conducting analyses of unscheduled funds, OTPS balances, Purchasing Dashboards, tracking open encumbrances, liquidations and available balances.
  • Collaborates with the Division of Enterprise Purchasing and recommends improvement strategies, as needed to ensure that FSC directors are working optimally in all functional areas.
  • Provides daily guidance on the management and oversight to FSC teams around school purchasing and associated expenditures.  
  • Designs and generates reports and conducts budgetary purchasing analysis of school budgets in collaboration with the FSC directors on such issues as unscheduled lump sums and OTPS balances. 
  • Ensures that FSC procurement staff are equipped to advise schools on the SOPM. 
  • Disseminates policy and procedures to guide the management of purchasing. This includes the mid-year purchasing reviews that review school spending trends to ensure all monies scheduled and encumbered by the respective procurement deadlines and good/services received and certified by June 30th. 
  • Prepares procurement related reports relative to expenditures, financial analyses as well as any other related reports required by funding sources, including state and federal government agencies, other public institutions or private organizations.
  • Provides the Executive Director of Finance and Human Resources with monthly budget updates.
  • Provides daily management and oversight of FSC budget and associated expenditures. This task involves:
    • reviewing monthly procurement reports to forecast expenditures;
    • monitoring open item expenditures via Procurement/ OTPS Dashboards and Cognos reports
    • creating and approving budget modification requests, including supporting the de-obligation/re-obligation process;
    • working with all program areas to forecast OTPS expenditures and budget for the year accordingly.
  • Defines key deliverables and milestones for multiple school budget and FSC work streams.
  • Ensures that all FSC team members adhere to the highest level of accountability standards
  • Serves on committees and develops resources to improve the management of school based OTPS budgeting
  • Coordinates and leads professional development sessions to establish procurement best practices.  
  • Collaborates with DEP, DCP and other Divisions and program offices on the creation of materials and resources to ensure that schools can effectively train and advise on the most up to date procurement related policies. 
  • Leads the development appropriate templates and materials to support the budget building process; advises teams with consideration of historical spending patterns and future spending requirements.
  • Attends high level meetings with Central leadership and FSC staff, e.g., Division of Financial Operations, DEP, DCP and Divisional Procurement meetings.

 

Qualification Requirements:

 

Minimum

 

  1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
  3. Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.

 

Preferred

 

  • At least five (5) years of budgeting experience in an education program or institution. Ability to effectively lead teams and large projects to completion.
  • Strong budget knowledge, including Galaxy, FAMIS and TRAC.
  • Strong project management, data analysis and presentation skills.
  • Ability to be resourceful, adaptive and creative in a fast paced, large and complex educational organization.
  • Excellent writing and communication skills.
  • Attention to detail and ability to multitask.
  • Ability to resolve organizational roadblocks.
  • Prior knowledge of and experience in an educational and/or governmental setting.
  • Advanced proficiency in Microsoft Office 365 applications.

 

Salary: $152,069 - $167,276 

 

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
