The NM State Land Office has a Non-Emergency Telework Policy, which allows eligible employees to telework up to twenty-four (24) hours a week consistent with the agency's business needs.

The Commercial Resources Division currently is operating on a schedule allowing for up to 16-hours of telework after a probationary period.  All new hires in the Commercial Resources Division must complete a 6-month probationary on-boarding and training period before becoming eligible for telework agreements.

As a valued State Land Office employee, you will receive a hiring bonus of forty (40) hours of leave at your start date to be used at any time. This is in addition to standard leave accrual for employees.

Why does the job exist?

 
The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. The Special Projects Team, which is housed within the Commercial Resources Division, is seeking highly talented, motivated, and customer-oriented applicants for an Economic Development Representative position. The successful candidate will have a broad-based skill set that includes extensive knowledge and experience with urban, land-use, and infrastructure planning. The Special Projects Team is focused on larger scale and priority development projects, such as planning and development leases, land exchanges and other commercial development opportunities on state trust lands.

How does it get done?

 
Key responsibilities include reviewing and processing a variety of business lease application such as planning and development leases, local government leases, long term business leases, land exchanges and land use restrictions; reviewing and evaluating development proposals including conceptual site plans, site development plans, planning and zoning changes, subdivision plans and plats for compliance with NMSLO lease terms and local, state and federal codes and regulations; assisting in maintaining a comprehensive portfolio of real estate owned by the NMSLO with commercial development potential; administering policies, procedures, and documents necessary to complete the acquisition of disposition of real property;  assists in understanding land use planning rules and regulations; actively engages with the private and public sector to increase overall awareness and encourage selection of state trust lands for quality development projects.

Who are the customers?

 
Internal: Oil, Gas, and Minerals Division; Administrative Services; Commercial Division; Legal Division; Surface Resources Division; and executive State Land Office management officials (Office of the Commissioner).

External: New Mexico public schools, universities and hospitals; individuals; general public; lessees (agricultural, oil and gas companies, commercial, rights-of-ways); natural resource authorization users; program enrollees; hunters; other government entities (state, federal, city, county, tribal).

Ideal Candidate

 
The ideal candidate will have:

- Knowledge of urban land use and site development regulations; land use planning and zoning; subdivision laws and comprehensive plans, including their formation, process of adoption, and enforcement,
- Experience in the acquisition, leasing, management, and disposal of real property,
- Knowledge of economic and community development methods, principles, and techniques including state and Federal policies and programs,
- Knowledge of commonly applied real property principles, rules, regulations, and practices; and a general understanding of real estate markets,
- Knowledge of pertinent Federal, state and local laws, codes and regulations governing land use planning and development,
- Knowledge of accepted principles and practices of land appraisals,
- General knowledge of land surveying principles and practices,
- Ability to read, interpret land surveys, legal property descriptions, plot maps, warranty deeds, and land titles,
- Strong project or program management skills, with experience managing multiple projects and meeting deadlines; and
- Knowledge of NMSLO divisions and responsibilities.

Minimum Qualification

 
Bachelor's Degree in Marketing, Economics, Economic Development, Business Administration, Finance, Public Administration, Historic Preservation, Communications/Journalism, Community Development, Urban Design, Urban / Regional Planning, or any related Science, Technology, Engineering or Mathematics (S.T.E.M.) degree from an accredited college or university and four (4) years of experience in economic or community development programs. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements

 
Must posses and maintain a valid New Mexico Driver's License.

Must obtain and maintain a State of New Mexico Driving Certificate.

Working Conditions

 
Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage; with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling. Ability to lift up to 25lbs. Some travel may be required.
