Why does the job exist?

The purpose of this position is to perform technical and regulatory review of air quality permit applications in the Prevention of Significant Deterioration (PSD) Unit of the Major Source Permitting Section of the Air Quality Bureau (AQB). The position is responsible for reviewing and evaluating complex air quality construction and operating permit applications for industrial facilities that are major sources of air pollution, including PSD and Title V permits. Application review includes verifying emissions calculations, determining applicable state and federal regulatory requirements, and ensuring compliance with all relevant air quality regulations. The position is responsible for drafting legally enforceable air quality permits and technical support documents, issuing final permits in accordance with strict regulatory deadlines, and completing special projects that support AQB goals. Additional responsibilities include participating in in-state and out-of-state training opportunities and site visits and participating in legal hearings, including preparing legal documents and testifying as a technical witness.

- Processing multiple, complex permit applications within regulatory deadlines
- Independent review, analysis, and written interpretation of technical and legal documents
- Coordinating with other staff and managers
- Completing a variety of special projects to support Bureau objectives
- Coordinating with various stakeholders including the public, industry, consultants, and other regulatory agencies

- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate

The ideal candidate will have experience in the following:

- Scientific, technical, mathematical, and analytical skills
- Verbal and written communication skills, including technical writing
- Reading and interpreting complex technical documents and regulations with high attention to detail
- Independently managing multiple projects at one time
- Air quality permits and regulations

Minimum Qualification

Bachelor's Degree in Physical, Natural, or Environmental Science, Soil Science, Engineering, or Chemistry and four (4) years of experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience

Employment Requirements

Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, walking, squatting, and reaching may be required. In-state and out-of-state travel is required for training, site visits, and participating in legal hearings.
