Why does the job exist?

 
The NMED's mission is to protect and restore the environment and foster a healthy and prosperous New Mexico for present and future generations. The incumbent will be part of accomplishing this mission through supporting assigned division(s), bureaus and sections, by providing comprehensive Human Resource (HR) management services.

Position will:

- Evaluate classification/compensation (including periodic review of Appropriate Placement) and training needs of the assigned division
- Provide recruitment and selection support
- Review organizational structure of assigned division
- Assist with HR planning efforts and performance management
- Focus on demonstrated competencies as required by all business needs of the organization utilizing State Personnel Office (SPO) and Department of Finance and Administration (DFA) rules and guidelines.

How does it get done?

 
- Collaborate with supervisors and managers regarding compensation and classifications - position classifications, job descriptions and equitable salary decisions based on relevant job factors, appropriate placement, department score and the NMED's work force
- Responsible for processing various personnel actions, to include but not limited to: hires, promotions, transfers, reclassification and recruitment activities
- Process payroll on a bi-weekly basis, working with managers and employees to ensure payroll is processed accurately and timely
- Cross train in the areas of Labor Relations and Employee Relations, Training and Development sections to ensure sufficient agency support is available
- Establish and maintain a good rapport with managers and employees to maintain high level of employee satisfaction, to include identifying appropriate work related training and safety trainings to mitigate risk

- New Mexicans to protect and restore the environment
- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations
- Internal staff

Ideal Candidate

 
The ideal candidate will have experience in the following:

- Processing high level HR classification and compensation actions
- Evaluating job classifications
- Performing job analysis and making appropriate recommendations to managers and supervisors

Minimum Qualification

 
Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

 
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. In state and out of state travel may be required.
