Bachelor's in civil/environmental engineering, 15+ years water resources experience with stormwater, H&H modeling, and stream restoration; PE required (VA preferred); proficiency with HEC‑HMS, HEC‑RAS, SWMM, PondPack, CivilStorm, and AutoCAD Civil 3D.
