DAS is the engine of state government, providing innovative solutions and supporting the efficient operation of state agencies, boards, and commissions. DAS program areas serve our Ohio government customers, who in turn directly serve the interests of Ohioans. We help procure goods and services, deliver information technology and mail, recruit and train personnel, promote equal access to the state workforce, lease and manage office space, process payroll, print publications, and perform a variety of other services.
The Administrative Services Division encompasses the Director’s Office, which sets strategic directions for the agency, and offices that provide agency management and support services.
The Office of Finance provides budget, fiscal, financial reporting, DAS asset management, compliance and audit management, finance policy and financial information services to the operating divisions of the agency.
The Financial Management Unit handles all functions related to State-Wide Cost Allocation Plan/disbursements, financial reporting, finance policy, audit oversight, allotment development, budget development, budget operations and rate management. Additional responsibilities extend to day-to-day budget analysis support and special project/scenario development. The Fiscal Operations Unit coordinates inventory and asset management, accounts payable and accounts receivable responsibilities in addition to procurement activity and operations related for all DAS divisions.
Key Responsibilities include:
Plans, directs & manages all sourcing functions of the Department of Administrative Services (DAS) and supervises sourcing planners who solicit & evaluates proposals, makes recommendations & monitors support performance in cases where needs are not customary & specifications must be developed:
• Manage & coordinate sourcing activities to purchase goods, services & equipment for all divisions within the agency;
• Manages & approves solicitations (e.g., Quick Quotes (QQs), Request for Quotes (RFQs and Invitations to Bid (ITBs)) within the State’s Ohio Buys system ensuring proper State policies and procedures are followed;
• Performs as Sourcing Supervisor Approver to validate compliance with State Procurement purchasing procedures including appropriate use of State contracts, where applicable, ensuring awards are made correctly, etc.;
• Monitor status of all solicitations & follows up as needed;
• Provides guidance & technical assistance on procurement policies & procedures as well as sourcing approaches;
• Subject matter expert on the Ohio Buys system (i.e. requisitions, solicitations, contracts & vendor requirements);
• Provide training to staff and internal customers as needed (i.e. Ohio Buys, Procurement, etc.);
• Communicates with suppliers to resolve & clarify any issues; and
• Serves as a backup to Procurement Approver, Requestor & Requisitioner, and P-Card Supervisor roles.
• Supervises assigned staff (e.g., assigns, monitors & reviews work assignments, trains or recommends needed training & orients/updates staff on work activities & related policies & procedures, approves timesheets & leave requests, recommends disciplinary action, completes performance evaluations, & counsels employees to improve performance); attends meetings, participates in confidential discussions with senior staff & prepares re-ports, as necessary
Acts as primary agency contact for the agency’s contract portfolio (i.e. Memorandum of Understanding (MOU), personal service contracts, addendums, amendments, etc.).
• Manage the agency’s portfolio of program contracts in Ohio Buys:
• Reviews all applicable documents required for the contract record;
• Ensures completion and accuracy of the contract record;
• Monitors the contract approval workflow;
• Work with programs to ensure contract renewals are completed, where necessary.
Review and approve Out-of-State Travel Requests:
• Oversees and verifies staff compliance with DAS and Office of Budget & Management travel policies during review of Out of State Travel Requests;
• Ensures all required approvals are obtained by employees and provides guidance when additional authorization is needed;
• Review each travel request for completion and accuracy;
• Provides direction and oversight into researching flight and hotel options, ensuring selections reflect best value and meet both traveler and agency needs;
• Monitors proper use of state payment cards (PCards) for travel-related purchases and ensures employees follow purchasing and reconciliation procedures; and
• Reviews and validates employee use of the PCard Reconciliation Portal (PREP), ensuring transactions are accurately documented and reconciled in accordance with policy.
Formulates & implements policies & procedures for improved operational & divisional procurement processes & workflows (e.g., recommends methods to improve cost effectiveness of procurement & utilization of goods & services, recommends methods to budget more accurately, identifies & makes recommendations for resolution of projected shortfalls); makes recommendations, as necessary, in regard to improvements in procurement processes & workflows; reviews internal controls & administrative efficiency to ensure sound fiscal accountability & compliance with Generally Accepted Accounting Principles (GAAP).
Performs other related duties as assigned: attends meetings; prepares correspondence; provides weekly & monthly status reports; provides assistance with special finance projects

Pay Information:
Unless required by legislation or union contract, the starting salary is step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years.
Location Requirements:
DAS’s core hours of operation are Monday to Friday from 8 a.m. to 5 p.m., however, daily start/end times may vary based on operational need across DAS divisions. Employees may begin as early as 7 a.m. and as late as 9 a.m., based on supervisory approval. This position performs work on-site daily at DAS’s office space.

Travel required, as needed. Must provide own transportation or in order to operate a state vehicle, you must have a valid driver's license.
Selection devices such as a structured interview, proficiency instrument, and/or assessment may be required for this position. Regardless of a passing or failing score, all results will be maintained for 6 months. Applicant with a passing score will be retained and utilized for a 6-month period.
