About this role

About the Role

Neumo helps local governments administer business licenses, local taxes, and short-term rental (STR) compliance. The Project Implementation Specialist is the bridge between what a city or county needs and what our systems actually do. You’ll take newly signed and renewing clients from contract to go-live: gathering their ordinances and fee schedules, analyzing their data, translating requirements into development tickets, testing the build, and making sure taxpayers get accurate notices on time.

This role suits someone who reads an ordinance and immediately spots the fee that won’t calculate, who is comfortable in a spreadsheet and a Jira board in the same hour, and who can explain a technical problem to a town clerk and an engineer with equal clarity.

Key Responsibilities

New client onboarding and implementation

  • Monitor signed-contract notifications (new and renewal) for Tax & License Administration, Compliance Auditing, Discovery & Recovery, STR/LodgingRevs, and Payment Solutions, and route them for implementation planning.
  • Lead requirements gathering with client staff (finance managers, clerks, revenue officers): collect ordinances, resolutions, fee schedules, rate tables, sample licenses, and recurring reports.
  • Analyze client-provided licensing and tax data against published fee schedules; identify gaps, unmapped categories, and blank or placeholder values, and recommend how to configure classifications in Neumo systems.
  • Review and respond to client requirements documents for Business License Online (BLO), tax filing, and STR implementations.
  • Maintain implementation trackers and timelines and give status updates to leadership and PMO.

Regulatory and configuration review

  • Review ordinance changes and client change requests for accuracy and legal compliance (for example, checking a proposed Alabama business license issuance fee against the state cap) and raise issues before they are built.
  • Draft and manage client change requests, obtain signed approvals, and turn them into development tickets.
  • Validate tax and fee calculations and allocations by building independent Excel test models and reconciling them against client totals.

Ticketing, testing, and release support

  • Write clear user stories, tasks, and defect tickets in Jira and Azure DevOps (including SQL-script requests) and assign them to the right development team.
  • Take part in backlog refinement and stand-ups with engineering teams; clarify business rules and acceptance criteria.
  • Perform user acceptance testing in BLO, STO, and the Revenue system; confirm fixes in production and flag tickets closed before deployment.
  • Coordinate scheduled production releases: post and remove site maintenance messages, smoke-test after deployment, and communicate status to the team (occasional evening availability required).
  • Identify and escalate integration and export-file issues (for example, STR 2.0 export files into RDSnet), documenting the before and after file formats for engineering.

Discovery, renewal, and notice mailings

  • Prepare and format mail-merge data for renewal notices and first-, second-, and third-attempt discovery postcards across multiple states (AL, LA, GA, CA), accounting for each client’s unique requirements.
  • Coordinate internal proofing rounds, work with the external print vendor on proofs and corrections, and give final approval for mail drops.

Client terminations and data requests

  • Support contract terminations: schedule termination calls, pull historical payment and filing data, and prepare data-transfer packages for departing clients.
  • Respond to ad hoc client data and report requests (for example, STR estimates reports), coordinating with analysts and engineering as needed.

Qualifications

Required

  • 3+ years in local government revenue, business licensing, tax administration, or implementation of government software.
  • Working knowledge of municipal business license and local tax structures (fee schedules, classifications, penalties and interest, issuance fees, lodging/STR taxes).
  • Advanced Excel: lookups, pivot tables, data cleanup, and building calculation models to test system output.
  • Experience writing tickets and user stories in Jira, Azure DevOps, or similar, and performing user acceptance testing.
  • Strong written communication with both government clients and technical teams.
  • Highly organized, able to manage several implementations, mailings, and releases at once with a close eye for detail.

Preferred

  • Experience with Neumo / legacy Avenu platforms: RDSnet, the Revenue system, STO, Business License Online (BLO), or STR 2.0.
  • Familiarity with Alabama, Louisiana, Colorado, Texas, or California local licensing and tax rules.
  • Basic SQL, or comfort working alongside developers on data fixes.
  • Experience with Monday.com, Salesforce, and print/mail vendor workflows.

What Success Looks Like

  • New clients go live on schedule with fee schedules and classifications configured correctly the first time.
  • Ordinance and fee issues are caught during review, not after notices go out.
  • Tickets are clear enough that developers rarely need to come back with questions, and nothing is marked closed until it’s confirmed in production.
  • Discovery and renewal mailings go out accurately and on time.
