About this role
Your Role
The Technical Delivery organization serves as the execution backbone for Stellarus’s strategic technology portfolio, spanning directly owned and executed strategic initiatives as well as cross-functional programs tracked and coordinated across the enterprise. The Senior Manager, Technical Delivery will report to the Director of Technical Delivery. In this role you will lead a team of Technical Delivery Leads, own delivery management oversight for cross-functional programs and Technology Enablement initiatives and serve as a key escalation point and thought partner to the Director. Your leadership directly shapes how Technical Delivery operates at scale – building team capability, ensuring delivery consistency, and modeling the AI-forward practices that define how this organization works.

Responsibilities
Your Work
In this role, you will:
- Directly manage a team of Technical Delivery Leads, providing day-to-day direction, coaching, performance feedback, and career development support
- Own portfolio-level oversight for cross-functional programs and Technology Enablement initiatives, ensuring TDLs are tracking, reporting, escalating, and coordinating with platform and business owners at the expected standard
- Maintain portfolio health visibility across your assigned scope; proactively surface risks, resource conflicts, and delivery gaps to the Director on a structured cadence
- Ensure delivery artifacts, RAID logs, status materials, and executive briefings produced by TDLs are consistently high quality and aligned to Stellarus and Blue Shield of California reporting standards
- Model and advance AI-augmented delivery practices across the TD organization, including prompt engineering for delivery documentation, status generation, risk identification, and executive narrative development – and build team fluency in enterprise AI tools (Claude, Copilot, or equivalent)
- Partner with the Director of Technical Delivery to contribute to and execute Stellarus’s broader AI adoption strategy within the Technical Delivery organization
- Enforce consistent delivery standards across directly owned and cross-functional programs; support intake, portfolio classification, and reporting as the operating model matures
- Partner with Release & SCM management on change management coordination and release cadence for managed programs
- Build trust with Blue Shield of California program and platform owners as a reliable, senior delivery management partner; represent Technical Delivery in cross-functional forums as needed
- Support the Director with executive-facing materials, CIO-level briefings, and organizational communications; deputize for the Director as appropriate
- Support workforce transitions including contractor management, role realignments, and onboarding of new team members as the organization scales
Qualifications
Your Knowledge and Experience
- Bachelor’s degree or High School Diploma/GED and 4 years of additional experience in lieu of a degree
- 8 years of prior relevant experience in technology delivery, program management, or technology services with demonstrated progression in scope and responsibility
- 4 years of direct people management experience, with a track record of coaching and developing delivery practitioners (project managers, delivery leads, or similar roles)
- Demonstrated ability to manage a portfolio of concurrent programs across different risk profiles, stakeholder environments, and delivery models
- Strong executive communication skills – able to prepare and present crisp, credible status materials and recommendations to senior and C-suite leadership
- Proficiency with AI tools and prompt engineering – active experience using LLMs (e.g., Claude, ChatGPT, Microsoft Copilot) in delivery workflows, and demonstrated ability to coach others to do the same
- Experience building structure and operating models in newly formed, evolving, or matrixed organizations
- Healthcare technology experience (payer, provider, or health plan operations) – preferred, not required
- Background in or exposure to AI strategy, enterprise AI adoption programs, or AI-augmented delivery – preferred
- Experience in managed services, outsourced delivery, spinout, or enterprise transformation environments – preferred
- Familiarity with cloud modernization, enterprise SaaS, or large-scale platform programs – preferred
- Familiarity with JIRA, Smartsheet, Confluence, Azure DevOps, or similar delivery tooling – preferred

This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility. For most teams, this means coming into the office two days each week.
Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need.
