Human Resources- Payroll Manager

 

Responsibilities:

  • Manage the US and International payroll function, including rationalization of payroll, time keeping and other systems
  • International Payroll includes: Belgium, Bulgaria, Canada, India, and the UK
  • Develop and implement best practices, key performance indicators and metrics for the function
  • Functionally responsible for managing payroll clerk to ensure payrolls are processed timely and accurately
  • Implementation of Global Payroll to ADP StreamLine
  • Maintain effective internal controls and proactively work to identify and implement efficiency improvements
  • To the extent possible, drive consistency in payroll practices, controls, and management reporting.
  • Review and approve payrolls globally
  • Maintain confidentiality of any payroll, private employee information and any proprietary information and ensure payroll information is secure
  • Confer with key stakeholders and leadership regarding payroll needs
  • Monitor HRUS Payroll inbox for emails and issues
  • Collaborate with fellow Center of Excellence teams and HR Business
  • Coach employees and managers on organizational practices, processes as it pertains to payroll
  • Serve as a consultant to manage payroll related issues
  • Manage and resolve complex employee issues; perform investigations, complaints/grievances as it pertains to payroll related issues
  • Conducts needs assessments to determine measures required to enhance payroll related processes and procedures      
  • Work closely with management and employees to improve communication and provide learning bites as it pertains to payroll
  • Work closely with management HR departments globally to ensure in depth understanding of the payroll laws, legislative initiatives, and payroll rules unique to each global location

 

 

Payroll Management:

  • Supervises human resources/payroll staff
  • Oversees and analyzes preparation and inputs of payroll data. Ensures compliance with all applicable state and federal wage and hour laws.
  • Prepares weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.) for management
  • Assist Accounting Department by answering questions regarding various journal entries, account reconciliations, and general ledger
  • Maintains current knowledge of applicable state and federal wage and hour laws
  • Stays current on payroll systems to achieve alignment with HR benefits and other related and to ensure effective accounting support
  • Oversee system implementations, upgrades and enhancements
  • Facilitates management and employee understanding of payroll procedures

 

  Compliance:

  • Effectively reduce legal risks and ensure regulatory SOX compliance
  • Responsible for protecting the integrity, timeliness and ethical treatment of all employment concerns related to EEOC, Compliance and Labor Laws in a way that protects the enterprise and acts in the best interest of the employee
  • Comply with company policies and government regulations that impact the processing of payroll
  • Partner with Compliance, IT, HRBP’s, and Finance on issues such as processing of employee bonus payments, business unit transfers, commissions, salary changes and promotions, terminations and severance agreement schedules, etc
  • Ensure payroll services are processed in accordance with established global policies and procedures along with all legislative compliance requirements

Vendor Partners:

  • Responsible for vendor selection and accurately scoping projects to meet companies needs
  • Enforce contract accountability for agreed fees, payment terms and service level agreements

  

Qualifications:

  • Bachelor’s degree or equivalent in Human Resources, Business or Organizational Development, required
  • SPHR Certification, preferred
  • 7+ year’s previous HR Manager experience, required
  • Work history managing employee relations is required.
  • SOX Compliance, required
  • 401K experience, required
  • Experience with HRIS and ATS; SAP, ADP Workforce Now/Implementation, required
  • Excellent proficiency in understanding requirements and laws related to EEOC and DOL
  • Global experience a plus but not a requirement
  • Experience with complying with approved budgets
  • Experience working with remote, professional services/consulting population, plus
  • Must have knowledge of a variety of computer software applications.
  • Experience with gathering and summarizing data for reports, find solutions to various administrative problems, and prioritizing work.
